25 | Licensing Program Analysts (LPAs) Kelly Ferrara and Marea Behvand met with Licensee Rebecca Marturano for an unannounced random annual inspection of her family child care home. All adults who live and work in the home have obtained a criminal record clearance. Hours of operation are Monday through Friday 7 AM to 6 PM and the annual fees are current. There were eleven children present at the time of inspection with the Licensee and an assistant. LPA reminded Licensee that if no assistant is present, she must revert to the capacity of a small family child care home.
A health and safety inspection was conducted in all areas accessible to children. Off limit areas include: entire upstairs, laundry room, and garage. LPAs observed a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors that meet regulations. LPAs observed that the stairs were barricaded. Licensee has a first aid kit, children's roster, and all the required Licensing documentation was posted including Parent's Rights, Emergency Disaster Plan, facility sketch, and the license. Knives, medications, and chemicals were all stored inaccessible to children. LPA did not observe any bodies of water on the premises and Licensee stated there are no firearms in the home. The backyard is fenced and Licensee understands that children require 100% supervision in areas that are not fenced. LPAs observed a fire drill log with the last drill completed in November 2019.
LPAs observed a file for the Licensee and the assistant which contained proof of immunizations and the Mandated Reporter certifcation. LPAs advised that this training must be completed every two years. The Licensee has a valid CPR/First Aid certificate which expires in August 2020. LPAs observed that all of the required documentation was present in each child's file. LPAs advised that the public health form (CDPH286) for children's immunization record has changed and will be required for newly enrolled children |
