On Tuesday, June 28th 2022, Licensing Program Analyst (LPA) Kelly Ferrara and Licensing Program Manager (LPM) Natalie Dunaway met with Facility Representative Kelly Vaccaro for an unannounced annual inspection. At 9:15 AM, LPA and LPM toured the facility including all activity and classroom spaces, restrooms, food service and outdoor play areas. Census included 23 infants and nine staff. Facility Representative was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are Monday through Friday 6:30 AM to 6 PM. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA and LPM observed that each child had a Needs and Services plan. LPA and LPM observed an Infant Sleeping Plan (LIC9227) for each child under 12 months of age. LPA and LPM observed documentation that sleep checks were being conducted by staff every 15 minutes for all children under two. Bottles and baby food were kept in refrigerators inside the classrooms and were properly labeled with the child's name and date. All furnishings were in good condition. Staff stated that the bedding is changed daily. Infant diaper changing area is clean and within arm's reach of a sink. There is a one inch thick mat for the changing table with a vinyl surface. Toys are appropriate size with no small parts for the safety of the infants.

The infant classrooms appeared clean including the carpets and floor. Chemicals and cleaning materials were kept inaccessible to children. Playground equipment and surfaces were inspected and are in good condition with enough resilient material under climbing structures to absorb a fall. There are no firearms or bodies of water on the premises and the facility has at least one functioning smoke and carbon monoxide detector. LPA and LPM observed the appropriate postings were visible to parents and children were signed in and out of the center.

At 10:30 AM, staff files were reviewed. LPA and LPM reviewed staff transcripts and observed all staff being utilized as teachers were qualified and had the infant course. LPA and LPM observed Mandated Reporter certificates for all staff and Representative was reminded to renew it every two years. At least one staff had a current Pediatric CPR and First Aid certification that expires February 2024. LPA observed the sample of children’s files contained the appropriate documentation.

LPAs discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. No citations were issued based on today’s inspection. Exit interview was conducted and report was reviewed with the Facility Representative. A notice of site visit was given and must remain posted for 30 days.
