On January 18, 2022 at 11:05 PM, Licensing Program Analysts (LPAs) Josiah Gathing and Gagandeep Singh met with licensee Irina Tatenko for the purpose of an annual required one year inspection. Licensee’s mother was also present during inspection. The facility days and hours of operation are Saturday – Sunday 7:00 AM to 10:00 PM. Licensee reported that 17 children are currently enrolled. All individuals subject to criminal background review have obtained a criminal record clearance.

A health and safety evaluation was conducted in all areas accessible to children. Off limits areas consist of: all areas of the home except the game room, ½ bathroom, and backyard . LPAs observed a full 2A10BC fire extinguisher, first aid kit, and functioning smoke and carbon monoxide detectors. Per licensee, there are no weapons on the premises. Toxic and hazardous items were inaccessible to children. Safe toys were observed in children’s play area.

During children’s file review, LPAs located the required documents. Children’s roster and fire drill log were made available during the inspection. The last fire drill was conducted 8/11/2021. CPR and First Aid certification was not provided during the inspection. Mandated reporter training is not offered in Russian, the primary language of the licensee. LPAs observed most required postings near the facility entrance. LPAs advised the licensee to post the notification of parents rights during the inspection.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at http://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with the Licensee, Irina Tatenko.
