On Monday, 09/27/21, at 1:35pm, Licensing Program Analyst (LPA) Jan Hoshida conducted an unannounced case management increase of capacity inspection. LPA met with Licensee Kaneesha Singh. Licensee had applied to change from a Small Family Child Care Home to a Large Family Child Care Home. LPA observed there were six day care children present in the facility during this inspection. The off-limit areas include the entire upstairs which includes second and third floors, the hall closet & kitchen downstairs, and 1/4 of the side yard with the shed. Licensee acknowledged that children may never enter these off-limit areas. Licensee stated there are no new residents in the home since licensure. All adult residents have criminal record clearances. The hours of operation are Monday through Friday from 6:30am to 6:00pm.

LPA reviewed some enrolled children’s files. LPA observed that there were no hazardous items accessible to children. LPA observed that cleaning materials were inaccessible. Toys appear to be safe. The backyard is fenced and gated. Licensee stated that there are no weapons in the home. LPA discussed current COVID guidelines with Licensee.

A fire clearance was obtained from the Sacramento City Fire Department by 09/20/2021.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA checked facilities fees and confirmed that it is up to date.



Effective today 09/27/2021, facility is approved for a Large Family Child Care License to serve 12 children (when there is an assistant present) with no more than 4 infants, or capacity of 14 children when 1 child is enrolled in Transitional Kindergarten or above and 1 child at least age 6 with a maximum of 3 infants. Without assistant, the ratios revert to those for small family child care home.

No Title 22 Deficiencies observed in the areas that were evaluated. LPA reviewed report with the Licensee and provided copies along with Appeal Rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Kaneesha Singh.
