Licensing Program Analyst (LPA) Maddox met with Annette Franquez, Program Director and Deydalia Fraydealfaro, Site Supervisor for the purpose of conducting a Capacity Increase inspection for a Preschool component with a Toddler option. This site is currently licensed for 25 Preschoolers in Room #A1. Center will occupy space previously occupied by PSD Victor Valley College Head Start (364840134). This center is located on the campus of Victor Valley College in Bldg #12. The hours of operation will be from Mon - Fri from 7:00 am to 5:00 pm. The ages for PS children will be from 2.8 - 5 yrs and for the Toddlers 18 mos - 36 mos.

INDOOR ACTIVITY SPACE:

Classrooms toured today did not have furnishings, Program Director states she has ordered all children's furnishings which are scheduled to be delivered by Monday, August 15, 2022. LPA is requesting to send pictures of all classrooms once furniture is received.


· Drinking water is readily available indoors (igloos with disposable cups). · Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children were stored in the classroom over the sinks in a cabinet inaccessible to children.
· There are fully stocked first-aid kits available (provided by the campus police) in locations accessible to staff but inaccessible to children:
· The isolation is located in the front office areas for any child who becomes ill during the day.
· Carbon monoxide detectors and smoke detectors (LPA advised staff to ensure they are fully operable once they start accepting children).
· The center has a working telephone on the premises.
· Sign-in and out procedure: Parents will sign children in and out daily at the entrance of the center (hard signatures)
· The licensee shall conducted a wellness check to ensure that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted.

NAPPING: Cots used for napping were maintained in a safe condition (stored in the staff lounge). Bedding and linens will be stored in individual bags with children's names, will be laundered weekly or as needed.

· Each cot shall be equipped with a sheet to cover the cot or mat and, depending on the weather, a sheet and/or blanket to cover the child (will be stored in cubbies).


· LPA informed applicant Cots or mats should be wiped with a detergent/disinfectant weekly or when soiled or wet.

There is artificial turf with a rubber matting underneath for cushioning material under climbing apparatus accessible to children, high climbing apparatus for cushioning material. There is a fenced area on the larger play yard that has a large climbing apparatus, this area is off limits until staff can obtain the manufacturers age limit for the equipment.

The play yard was free of hazards including, but not limited to, holes, broken glass and other debris, and dry grasses that pose a fire hazard.

HEALTH RELATED SERVICES:

Medications shall be kept in the office in a locked cabinet and a locked box for medications that may require refrigeration. There is a written plan to record the administration of prescription and nonprescription medications and to inform the child's authorized representative daily when such medications have been given. Administrators are designated to dispense any medications if needed.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Administrators will be responsible for IMS.

FOOD SERVICES

· All foods or beverages capable of supporting the rapid and progressive growth of microorganisms that can cause food infections or food intoxication's shall be stored in covered containers at 45 degrees F (7.2 degrees C) or less.


· Pesticides and other similar toxic substances were not stored in food storerooms, kitchen areas, food-preparation areas, or areas where kitchen equipment or utensils are stored. Soaps, detergents, cleaning compounds or similar substances were stored in areas separate from food supplies.

· All kitchen, food-preparation and storage areas shall be kept clean and free of litter and rubbish; and measures shall be taken to keep all such areas free of rodents and other vermin.

Program Director states this site is applying for the Adult and Child Food Program. Center will provide Breakfast, Lunch, and Snacks

Before the capacity increase is granted, the following are needed:
  • Classrooms need to be equipped with age appropriate furniture and equipment
  • Another Fire Clearance is required, fire clearance was granted for a capacity of 80, however, measurements taken during this inspection can accommodate 148 children.
  • LPA toured the entire indoors of center, LPA observed the walls need painting, carpet needs cleaning, and flooring needs to be buffed
  • Outdoor play schedule
  • Potty training plan
