Licensing Program Analyst's (LPAs) Thompson-Miller and Mabika metDirector, Carolyn Darr for a Random Inspection, toured and inspected the preschool in accordance with the facility sketch. LPA's observed 30 children napping upon arrival. There were 5 teachers on the premises and the director. The center utilizes rooms #1 (age 2 and 3), #2 (age 2 and 3), #3 (age 3 and 4), #4 (3 and 4), #5 (age 4 and 5), #6 (age 4 and 5). The center operates 7:00am to 5:30pm, Monday through Friday. Incidental Medical Services (IMS) policy was discussed.

Furniture and equipment were inspected for age appropriateness and good repair. All rooms are clean and safe. Telephone service was verified. Heating, lighting, and ventilation are adequate. There are cubbies for children's belongings. LPA's observed age appropriate toys and materials. Drinking water is available inside the classrooms in the form of water pitchers in every room and disposable cups and or personal sippy cups. LPA's observed a sufficient quantity of cots available for napping children. The bedding is stored separately and properly. The sheets are washed (weekly or as needed) and cots are sanitized daily. There is a fire extinguisher, smoke detector and a carbon monoxide detector on the premises which are operable.

LPA inspected and observed 6 clean bathroom (2 toilets, 2 sinks each classroom). Toilets and sinks are functioning properly and are age appropriate. LPA's observed soap, toilet paper and paper towels readily available. Water temperature is appropriate.

Children are inspected for illnesses (wellness policy) as they arrive. A review of medication policy indicated that prescription medication is administered only with parent's written permission (licensing medication form LIC9221). The Director or Teacher administers medication and documents the dosage, date and time onto a log. Medication can be brought and taken home by the parent daily. Medication is properly labeled and stored in its original container. There is a separate area for isolation and care of ill children at the entrance with the Director or Director office.

Outdoor play equipment was inspected for health, safety, cushioning material, good repair and age appropriateness. The play area has sand and concrete. The area was observed to be free of debris. There is an area for shade and rest in the form of trees and canopy. Two drinking fountains in the play area and Igloo and Dixie cups brought outside during play. Play area was inspected and found to be free of hazards. No bodies of water. Separate play area (gated) for ages 2-3 and 4-6 year old children. Swing's are anchored.

There is a kitchen area used by staff. Kitchen has a microwave and refrigerator/freezer. Chemicals (locked) and food are kept in separate cabinets. Center provides AM, PM snack. Parents bring breakfast and lunch for child/ren. Menus are posted in the lobby, classroom and kitchen. Allergy lists are posted in kitchen and classroom. LPA's observed an appropriate amount of food during the inspection.

Sign in and out sheets were reviewed. The parent board was reviewed and has all of the required forms posted. Fire/earthquake drills current. Roster current.

Teacher child ratios were observed and staff name recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Staff were questioned to establish their familiarity of emergency reporting requirements, emergency disaster plans and other site operations. Personal rights of children were discussed.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. During the inspection LPAs verified facility meets the requirements for providing IMS services by reviewing the following: storage of medication and equipment/supplies, checking records of individual children, interviewing and checking staff records for written verification of training, at least one trained staff member is available to provide IMS service. Center currently has 3 preschool children requiring IMS services.

No deficiencies cited according to Title 22 Regulations. Consultation provided during the inspection. Exit Interview conducted and a copy of report read and provided to Director, Carolyn Darr.
