Licensing Program Analyst (LPA) Victoria Hunt conducted an unannounced annual random inspection at the Victor Valley Christian Preschool. LPA met with Administrative Assistant, Patricia Tyler since the director was unavailable at the time of the inspection. LPA inspected and toured the preschool facility in accordance to the facility sketch. This facility is licensed for a preschool with a toddler component. This facility operates from 6:00 am to 6:00pm Monday through Friday.

This facility has a total of 5 preschool classrooms, each classroom was observed to be clean, safe and in good repair. In each classroom LPA observed furniture and equipment that was age appropriate and in good repair. LPA observed age appropriate toys, games, and there are cubbies in which children child store their belongings. There is educational learning material posted on the walls and on floor mats. Drinking dispensers were observed to be in each classroom, water is readily available to children.

LPA inspected and observed the bathrooms there are jack and jill bathroom for Pre -K classrooms 1 and 2, and Preschool classroom 4 and 5, the bathrooms were observed to be in sanitary and in good condition. Toilets and sinks are functioning properly and were considered age appropriate. LPA observed an ample supply of soap, toilet paper and paper towels that are readily available.

Furniture and equipment were inspected for age appropriateness and are in good repair. Rooms inspected and are clean and safe. Telephone service was verified and operational. Heating, lighting, and ventilation are adequate. There are cubbies observed in each classroom in which children can store their belongings. Age appropriate toys and furniture was observed to be in each classroom. Uncontaminated drinking water is readily available to children both indoor and out via water dispenser.

Outdoor play equipment was inspected for health and safety. Playground equipment consisted of a play structures, swing sets, slides and a large play apparatus. All equipment was found to be securely anchored to the ground. There is rubber foam cushioning material underneath the play structure/equipment.
The outdoor activity space is in safe condition and free of hazards. Drinking water is readily available on the play yard a fountain was observed on the yard. There are large canopies over the play structures that provide an adequate amount of shade for the children. The outdoor play space is surrounded by a perimeter wall/fence at least 5 feet high. Playground is free from miscellaneous debris such as tree branches, trash, leaves, etc.

Medications:
A review of medication policy indicates that prescription medication is administered only with parent's written permission. Teachers can administers medication and documents the date and time onto a log. Medication can be brought or taken home by the parent. Medication is properly labeled and stored in it's original container.

There is a separate area for isolation and care of ill children in the director's office or an empty room. There are mats available for each ill child.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. There is a cafeteria on premised that provides lunch to the children.The facility provides morning and afternoon snacks. Menus are posted in the office near the main entrance door. Allergy lists are posted in each classroom. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food. The facility has ensured and establish measures to keep the facility free of flies and other insects or rodents.


There is an operating telephone in the Child Care Center. LPA observed fully charged and operational 2A10BC fire extinguisher located on premises. This facility has one or more functioning carbon monoxide detectors that meets statutory requirements. All storage containers for solid waste, including moveable bins, have tight fitted covers that are kept on, and are in good repair.

**Teacher child ratios were observed and this facility was in compliance with the ratios and capacity. *Sign in and out sheets were reviewed. The parent board was reviewed and has all of the required forms posted. Fire/earthquake drills current and area completed at least one a month. Children's records and staff records were reviewed; files were complete. LPA verified at least one or more staff has a current Pediatric CPR and First Aid training with an expiration date of 08/2019.

**Licensee informed to review updates/regulations for 2016/2017 on the department website: www.ccld.ca.gov. AB 1207 - all child care employees must complete mandated reporter training beginning January 1, 2018; AB 1387 - and AB 2236 process to request a formal review of deficiency and establishes an appeal process for civil penalties; SB 792 - requires all staff and volunteers to show proof of immunization against influenza, pertussis and measles, and TB clearance, beginning September 1, 2016; AB 2231 Effective July 1, 2017 - Civil Penalty Amount changes.

The facility is in compliance per Title 22 regulations, no deficiencies were cited today as of 07/03/19.
