Licensing Program Analyst (LPA's) Babatunde Ibitoye and Andrea Pittman conducted an unannounced annual random facility inspection. LPA was greeted by Director, Olympia Kilmer who guided analyst on a tour of the facility. LPA inspected the inside and outside of the facility.

The facility has one school age class. The classroom was inspected. No children were present during the time of inspection.

This program provides before and after school care, and care during school breaks. Before school care is provided between the hours of 6:00 AM and 8:00 AM. After school care is provided between the hours of 4:00 PM and 6:00 PM. Care during school breaks is provided between the hours of 6:00 AM and 6:00 PM.

The inside and outside of the center were inspected. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. The LPA's observed individual cubbies with children’s names. The floors and area rugs are kept clean and safe. Disinfectants, cleaning solutions, and other items that are dangerous to children are inaccessible to children. There is appropriate napping equipment (cots) on the premises of the facility.
There is a restroom available for the children's use in the classroom. Age appropriate sinks and toilets were inspected for availability and good repair. All toilets and hand washing facilities were in safe and sanitary operating condition. Toilet paper and paper towels were observed.

First Aid supplies were observed. Smoke detectors, carbon monoxide detectors and fire extinguishers were observed and in operable condition. Fire and disaster drills are conducted at least once every six months and logged. The facility uses the center office to isolate sick children.

The center provides one snack. Trash bins with tight fitting lids for solid waste were observed. Uncontaminated drinking water is readily available inside the classroom from a gallon jug, and children's water bottles. Water is readily accessible to children at all times.


Children and staff files were complete with all required licensing forms. The sign in and out sheet was observed inside the preschool office. All staff have been fingerprinted and associated to the designated license number. The center staff has current pediatric CPR and First Aid which expires on 01/23/2023. The facility had all the required licensing forms posted.

There were no bodies of water observed in the playground area. The outdoor playground was inspected and was observed to be in good repair, free from loose and sharp parts, and other items that may pose a risk to the health and safety of children. Equipment was inspected for safety, cushioning material (sand), good repair and age appropriateness. Teachers bring water gallon jugs and water bottles to the playground during outdoor play. The director stated that children also bring their own water bottles with water from home. The playground was observed to be properly gated all around.

Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements

Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed child care facility (Center or family child care home) are aware of situations that present the greatest danger to children. These situations include:

· Serious health and safety violations resulting in Type A citations.

· Non-compliance conferences; or Efforts by the Department to revoke a facility’s license. Each report (documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit (printed out during this inspection). Failure to meet the posting requirements shall result in an immediate civil penalty. In addition, all parents of currently enrolled children and any newly enrolled child for the following 12 months shall receive a copy of report and sign the LIC 9224 acknowledging receipt. Civil Penalty assessments will be assessed if all above requirements are not adhered to

A review of medication policy indicated that prescription medication is administered only with parent's written permission. The Teacher administers medication and documents the dosage, date, and time onto a log. Medication brought and taken home by the parent daily. Medication is properly labeled and stored in its original container.

There were no citations issued because of this inspection, Center operating in compliance with Title 22 Regulations.
