On December 6, 2023, Licensing Program Analysts (LPAs) Calloway and Ali arrived at the PSD/Victorville Head Start and met with the Site Supervisor for the purpose of conducting an unannounced Annual/Random inspection. LPAs toured with the Site Supervisor and inspected the four (4) classrooms in use with a total of thirty-nine (39) preschool children and ten (10) staff on the premises. The daily hours of operation are from 7:30 am – 4:30 pm. Children enter through the front entrance. Incidental Medical Services (IMS) were discussed.
Physical Plant: The Center provides potty training for the EHS. There were changing tables present in each classroom. Per Site Supervisor, diaper changing is done standing. LPAs observed enough cots available for napping children. Bedding and linens were individually stored so that each child's bedding is identifiable, and no child's used bedding is in contact with another child’s bedding. The sheets and blankets are washed weekly (sent home with parents to wash) and cots are sanitized daily. The telephone service was verified. Heating, lighting, and ventilation are adequate. There are cubbies for children's belongings (labeled) in each classroom. LPAs observed age-appropriate furniture, toys, books, and materials. Drinking water is available inside the classroom in the form of a water pitcher and disposable cups.
Kitchen: Inspected and equipped with two refrigerators, two freezers, one extra freezer, one microwave, three sinks, and two ovens. The facility provides breakfast, two snacks, and lunch. Menus are posted in each classroom and kitchen. Allergy menu and list were available in the kitchen on the wall and in a folder. LPAs observed an appropriate amount of food and snacks.

LPA recommended a labeling system for food opened in the freezer and removed from original boxes. Cleaning solutions and other chemicals are kept inside the individual classrooms in a spray bottle (lock box on the wall).
Bathrooms: Toilets and sinks function properly and are age appropriate. LPA observed soap, toilet paper, and paper towels readily available. The water temperature is comfortable. The staff restroom is outside, located between classroom 90 and 91. Children's restrooms have two (2) toilets and one (1) sink for two age-appropriate bathrooms. Two hand washing sinks outside the bathrooms.
Outdoors: Play equipment was inspected for health, safety, cushioning material, good repair, and age appropriateness. The play area has sand and concrete. There is an area for rest (canopy). A water pitcher and disposable cups are brought outside during play. The play area was inspected and found to be free of hazards and inaccessibility to bodies of water. Separate playground schedule for preschool children. The jungle gym is anchored. There is a bike path, swing set (anchored), and other age-appropriate toys, and bikes.
Other: First Aid Kit (stocked with manual) Fire alarm pulls (observed) smoke and carbon monoxide detectors located by the doors of each classroom. Fire extinguishers (observed full/green). Fire Drill/Earthquake log (current) and a current Roster available. Teacher/Child ratios are met according to Title 5 of the California Code of Regulations and Title 22 Regulations. The parent board was reviewed, and all required forms were posted.

Medication: Children are inspected for illnesses as they arrive. A review of medication policy indicated that prescription medication is administered only with the parent's written permission. The Director administers medication and documents the dosage, date, and time on a log. Medication is brought and taken home by the parent daily. Medication is properly labeled and stored in its original container. Per Site Supervisor, there are children in care with IMS needs on this site. There is a separate area for isolation and care of ill children inside the office on a chair and a mat if needed and placed in designated isolation area against the wall. Infant Safe sleep policy was reviewed and discussed. Sign-in and out sheets were reviewed. The facility uses a digital sign-in sheet and manual sign in. The Teacher to child ratio was observed and staff names were recorded. Care and supervision were evaluated to determine if the basic needs of children are met and appropriate. Children's records and staff records were reviewed. LPA verified there is at least 1 staff person present with current CPR and First Aid Training (exp. 8/2025). Mandated Reporter training was reviewed and three staff members need training.

Mandated Reporter Training Requirements: §1596.8662 - As of January 1, 2018, childcare providers, administrators, or employees who work in a licensed facility shall complete the mandated reporter training provided according to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training.
Immunization Requirements: §1596.7995 (a)(1) Commencing September 1, 2016, a person shall not be employed or volunteer at a daycare center if he or she has not been immunized against influenza, pertussis, mumps, rubella, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year.
