Licensing Program Analyst (LPA) Babatunde Ibitoye met with Owner/ Director, Rochelle Himmelrick today for the purpose of conducting an unannounced Required 1 year Annual inspection. LPA toured and inspected all areas according to the facility sketch. This is a combination center (Preschool and school-age components X360911379 center maintains a physical separation for each component indoor and outdoors. Present today were 0 school age children and 4 staff persons providing care for pre-school component. LPA reviewed a sampling of children files as part of this inspection; Staff and children files have documentation of required immunization's. Hours of operation are: Monday thru Friday (between 6:00 am – 6:00 PM).

During the time of the inspection, LPA observed and reviewed records to verified accuracy:
1. Sampling of children's (2) records (See LIC 857)

2. Sign In and Out sheets were inspected.

3. Emergency contact information observed

4. Parent board observed

5. Staff personnel files reviewed for educational and certification (See LIC 859 )

6. Pediatric CPR and First Aid training for one staff (01/06/2023)

7. Mandated Reporter Training

8. Emergency Fire Drills were current and up to date

LPA observed age appropriate furniture, equipment, toys and materials. Telephone service was verified as well as adequate heating, lighting, and ventilation. Children's belongings are kept along the wall as you enter classrooms , LPA observed bed linens stacked separately and not coming into contact with other linens (kept in cubbies). There is a working smoke detector, carbon monoxide detector, fully charged fire extinguisher, and fully stocked first aid kit. Children have their own individual drinking cups

**The children's bathroom is located on the outside of classrooms, center was licensed to have school-age and Pre-schoolers share the same bathroom. Center has privacy curtains up for each stall (3 toilets and 3 sinks)- STAFF shall supervise when both age groups are in the bathroom together. LPA observed the bathrooms to be clean and sanitary, with soap, toilet paper and paper towels readily available. Toilets and sinks are functioning properly and age appropriate.

Outdoor play equipment was inspected for health, safety, good repair and age appropriateness. Center utilizes sand -under climbing structures for cushioning material, there is sufficient and adequate shade available. Center also has a variety of chickens available to play with. Children have their individual drinking cups. There are no bodies of water on the campus. The entire play yard is fenced.

Click on “Receive Important Updates” located in the right middle part of the page, immediately above the Quick links. Put your email address and choose which program(s) you would like to subscribe to and click “subscribe”.

Center provides snacks only, children bring their own lunches. Food preparation area/Kitchen was inspected for safety, cleanliness, proper equipment & protection against contamination and storage, menus observed and posted. Storage areas were inspected for inaccessibility of toxins and cleaning compounds to children in care.

**Parent Boards (located in each classroom) contained all documents that are required to be posted according to Title 22 Regulations. Sign in and out sheets were inspected and contain full legal signatures. There is a fully stocked first aid kit available and fully charged fire extinguisher and carbon monoxide detectors in place. Fire Drill/Earthquake log is posted.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A review of medication policy indicated that the center does not administered medication.

On January 1,2018 or before March 30,2018, a person who, is a licensed childcare provider, administrator, or employee of a licensed child day care facility shall complete the on-line mandated reporter training and shall complete renewal mandated reporter training every two years. www.mandatereporterca.com

Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed child care facility (Center or family child care home) are aware of situations that present the greatest danger to children. Serious health and safety violations resulting in Type A citations.

· Non-compliance conferences; or Efforts by the Department to revoke a facility’s license. Each report (documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit (printed out during the inspection). Failure to meet the posting requirements shall result in an immediate civil penalty. In addition, all parents of currently enrolled children and any newly enrolled child for the following 12 months shall receive a copy of report and sign the LIC 9224 acknowledging receipt. Civil Penalty assessments will be assessed if all above requirements are not adhered to

There were no citations issued because of this inspection, Center operating in compliance with Title 22 Regulations.

Notice of Site Visit has been posted (LIC9213). The notice shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty.

Exit interview conducted with Director Himmerick Rochell. A copy of the Appeal Rights (LIC 9058) was given and explained. Director signature on this form acknowledges receipt of these rights.
