On date and time listed, Licensing Program Analysts (LPAs) Perla Ordones and Susan Brewer arrived at the facility to conduct a required/annual inspection as part of a compliance review. LPAs toured the facility, inside and out, records were reviewed, and the following was observed and/or discussed: The licensee Deborah Burdette and 2 staff.

Normal days and hours of operation are: Monday - Friday, 6:30AM - 6PM.
OFF-LIMIT AREAS INCLUDE: Master Bedroom 1, Master Bedroom 3, outdoor shed, back patio, south east section of the yard, and the garage.
· The facility is operating within the licensed capacity and appropriate ratios. LPAs took a census of 6 children present and supervised by the licensee and 2 staff.
· Appropriate supervision was provided during this inspection.
· A working telephone is present and current number on file.
· Appropriate fire extinguisher, smoke detector and carbon monoxide detector were present and were tested by the Licensee during this inspection.
· Fireplace is properly screened to prevent access by children. An electric fireplace is present at the facility.
· All hazardous items were not stored inaccessible to children.
· Toxins are not locked. At 9:10 AM LPAs observed 3 cans of spray paint, 1 can of raid and 1 can of Off bug repellant, located on a shelf, which was accessible outside. LPAs observed Clorox cleaner and Antibac spray cleaner on kitchen counter. However, no children were present outside or inside to access items, and supervision was provided to children in care during all times during this visit. Licensee was advised on the regulations requiring poisons and toxins to be locked and store inaccessible to children. The licensee removed the items in presence of the LPAs.
· Weapons are not present at this time. Licensee understands all guns, weapons and ammunition must be key locked separately and made inaccessible per Title 22 Regulations.

Based on interview and record review, the licensee did not comply with the section cited above in 3 out of 3 staff members. No staff were present during this visit that maintianed valid CPR/First Aid EMSA approved certificates which poses a potential health, safety or personal rights risk to persons in care.

· Facility Sketch, Emergency Disaster Plan, and Notification of Parent’s Rights poster are posted
· Licensee’s Mandated Reporter Training expired on 05/20/2020. LPAs discussed Mandated Reporter regulations with Licensee and informed her of the requirement to renew the Mandated Reporter Training every two years. Licensee was also informed that the Mandated Reporter for S3 was expired as well and needed to be renewed.
· Licensee’s Pediatric CPR and First Aid Card is expired. LPAs discussed the requirement to have at least one staff member present with a valid CPR and First Aid with licensee.
· Health & Safety Training was completed.
· No bodies of water are present at the facility at this time. Licensee understands all bodies of water including ponds, above ground pools & spas, in-ground pools & spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar product must be emptied immediately after use and stored in an upright position.
· Clean, safe and age appropriate toys are present.
· Current roster is on file.
· Documentation of fire and disaster drills is on file. The Last drill was conducted on 01/10/2023.
· Children’s records are complete.
· Employee’s records are complete with the exception of maintaining up to date Mandated Reporter Training certificates for all staff.

The Licensee was informed of their reporting requirements and is provided with the Regional Office’s Unusual Incident Reporting email mailbox: UnusualIncidentReportsDO09@dss.ca.gov

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Resident and/or staff records reviewed indicate that all adults who require caregiver background checks have received all required clearances or exemptions.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
