Licensing Program Analyst (LPA) Zirbes met with the facility representative Andrew Sanchez for the purpose of conducting an unannounced Annual/Random inspection. LPA toured and inspected the facility in accordance with the facility sketch. There were 8 preschool age children, one teacher and two aides on the premises when LPA arrived. Based on LPAs observation the facility was meeting the capacity/ratio requirements during this inspection. The preschool program is operated out of a bungalow located on the Emmerton Elementary School campus. The facility operates two session each day an AM session, 8:15 AM - 11:15 AM and a PM session 12:15 PM - 3:15 PM.
Indoor/Children's Area:
Child care center was observed to be clean, safe, sanitary and in good repair; all outdoor and indoor passageways, stair ways, incline, ramps, open porches and other areas of potential hazard are kept free of obstruction. Cleaning compounds were stored in a cabinet equipped with a lock. Therefore the cleaning products were inaccessible to the children in care. Zero poisons are stored in the classroom. LPA observed the furniture/equipment was in good condition. Classroom was free of flies, other insects, rodents. The classroom had tables and chairs to meet children’s needs. LPA observed the classroom had designated areas for dramatic play, art, writing, manipulates, library, science and a computer area. In addition, there was a carpet area for story/instructional time. Children's belongings are kept in cubbies labeled with the children's names. Trash cans for solid waste have tight fitting lids. Drinking water is readily available indoors and outdoors via a water cooler and cups. All materials and surfaces are toxic free, window screens in good repair and free of debris. LPA observed and tested the working carbon monoxide detector. There was working telephone service within the classroom. There is an isolation area for children who become ill located within the classroom. The facility maintains a comfortable temperature at all times. Smoking is prohibited on the premises. LPA did not observe prohibited childcare items during this inspection. Report continued on page two

Per facility representative, zero firearms/weapons are allowed or stored on premises and there are zero bodies of water on the premises.
LPA reviewed the centers electronic sign in/out sheets. Per review attendance records were accurate at the time of this inspection.
Restrooms: There are two bathrooms located within the classroom which were each equipped with one toilet and one sink. Bathrooms were in operable condition. LPA observed soap, toilet paper and paper towels readily available. LPA observed the flooring around the base of the two toilets was dark brown and stained due to a water leak. Facility representative stated the water leak was fixed and a work order to have the flooring replaced was initiated in August 2024. The Program Specialist with Preschool Central has followed up on the work order which was submitted in August 2024, however there is not a time frame for the corrections at this time. An advisory notice was issued regarding the flooring in the restroom.
Food Service: One meal is provide to the children during each session. Meals are prepared by the elementary school cafeteria. Menus were posted in the classroom.
Napping
The preschool program only offers a half day program. Therefore, the children do not nap at the facility. The classroom has a designated areas for relaxation and quiet play.
Outdoor
LPA inspected the outdoor play space for health, safety, cushioning material, good repair and age appropriateness. The area has one large play structure, a basketball hoop and benches/tables with umbrellas for shade. There was rubber cushioning material under the play structure and the play structure was securely anchored to the ground. The area was observed to be free of debris at the time of this inspection.

Child/Personnel Records: LAP reviewed five child files and three personnel records. Per LPA review all child and personnel files were complete and contained all required information.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

As a result of this inspection, zero citations were issued.
