Licensing Program Analyst (LPA) Neal met with Naomi Lopez and conducted a follow-up complaint inspection for the purpose of delivering findings for the above allegations at the infant center. During this investigation, LPA Neal conducted interviews with parties involved and parents. There were 2 infants present during this inspection.
Allegation #1: LPA Neal obtained pictures of minor scratches, statements and documentation of facility's internal incident reports (observed signed), allegation was deemed unsubstantiated.
Allegation #2: LPA Neal conducted 3 unannounced inspections and observed facility ratio, obtained attendance log of children present and obtained a week's sample of employee's attendance log.

Allegation #3: LPA Neal obtained statements from parties involved, it was determined that verbal confrontation between parents and staff took place in the front lobby, not in the presence of children.
Based on information obtained, allegations are deemed unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged occurred.
Notice of Site Visit was given to be posted for 30 days.
Exit interview was conducted and a copy of this report was given to the assistant director.
