Licensing Program Analyst (LPA) Neal met with the facility Director, Tammy Esquivel, for the purpose of an Annual/Random inspection of the infant center. The facility operates from 6:00 am to 6:30 pm. LPA observed 4 children upon arrival. There were 2 teachers. The infant room is located through a door in the pre-school component. During this inspection LPA toured the facility, observed equipment/supplies, and reviewed a sample of children and staff files. Incidental Medical Services (IMS) were discussed. Center currently has no children in the infant program requiring IMS. Current Pediatric CPR and First Aid was observed.

Furniture and equipment were inspected for age appropriateness and good repair. Rooms were observed to be clean and safe. Telephone service was verified. Heating, lighting, and ventilation are adequate. There are cubbies for children's belongings as well as cubbies near the changing table for diapers. LPA observed the changing table within arms reach of the sink and covered bin for waste. Cleaning supplies are kept on high shelf out of reach. LPA observed 6 cribs and a sufficient quantity of cots available for napping children. Bedding is stored separately and properly inside the cubbies. There are age appropriate toys and materials. Medications are stored in the kitchen cabinet, made inaccessible in a lock box or the director's office refrigerator. Food, bottles and containers are labeled with name and current date. Facility has a surveillance system on the premises which covers each classroom and outside play area. Fire extinguisher, smoke detector and carbon monoxide detector were observed to be operable condition. Activity log is maintained electronically. Handout on Safe Sleep Concepts was given to the director and discussed.

Outdoor play equipment was inspected for health, safety, cushioning material, good repair and age appropriateness. There are 4 playgrounds. Infants are taken around the outside perimeter to their playground in a buggy. LPA observed a grassy area with age appropriate toys. Play area was inspected for hazards and inaccessibility to bodies of water.

Children are inspected for illnesses as they arrive. A review of medication policy indicated that prescription medication is administered and only with parent's written permission. The director or assistant director administers medication and documents the dosage, date and time onto a log. Medication is brought and taken home by the parent daily or retained in a lock box properly labeled and stored in its original container. There is a separate area for isolation and care of ill children in the director's office. There is a separate cot with fresh linens available for each ill child.

There is a clean, fully equipped kitchen with refrigerator, freezers, microwave, and 3 sinks. The facility provides breakfast, lunch and afternoon snacks. Weekly menus are posted on the parent board and in the kitchen. There is a place for allergy lists to be posted in the classroom. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food. Teacher/child ratios were observed. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Fire/earthquake drills are current.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
