25 | This Case Management is conducted independent of another inspection. While conducting and unrelated inspection, LPA noticed a Wall Heater in the living room without a barricade in place. LPA also observed 7 children in care all wearing jackets, and fully clothed. LPA asked Licensee does her wall heater work and she responded yes, LPA asked Licensee did it appear cold in the home to her (Licensee was also wearing a fleeced jacket), Licensee answered "No, it's not cold to me". LPA proceeded to attempt to explain regulations with regards to wall heater, LPA noticed that English was not Licensee's first language, she contacted the PRO and solicited assistance from LPA Rodriguez whom is a Bi-lingual LPA. LPA explained the issue to LPA Rodriguez who translated the information to Licensee. Licensee stated the following:
She does not turn the heater on while day care children are present, she states she turns the heater on early in the morning until the home is warm according to her standards, she then turns the heater off as children arrive. LPA issued a Type B citation today, as this was not a imminent danger to children. According to Section 102417 (g) The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include but not be limited to: (1) Fireplaces and open-face heaters shall be screened to prevent access by children |
