Due to COVID-19 State of Emergency, on 03/04/20210 at 08:30am, Licensing Program Analysts (LPAs) Destinee Hogue and Laura Landeros conducted a tele-inspection with Director, Deborah Wasbotten via Microsoft Teams. Facility has requested to revert license to active status. Inactive license status became effective on 08/10/2020. LPAs virtually toured the facility inside and out, discussed COVID-19 resources, required forms, postings, and Title 22 Regulations. LPAs met with Director and discussed the following:

· A review of staff records was conducted as part of this evaluation. A review of a sampling of children's records was not reviewed during this tele-inspection.

Following was observed to be in compliance during this tele-inspection:
-There were no preschool children present during LPAs tele-inspection. Facility is currently providing distance learning to enrolled families.
· Classrooms are equipped with age appropriate furniture and equipment in good condition.
· Classrooms were clean, at this time.
· LPAs observed poisons and toxins stored in the top shelf of a classroom cabinet and stored behind a child latch. LPAs informed Director, poisons and toxins shall be stored inaccessible and stored behind a key-lock. LPAs observed bleach being stored in classroom cabinet (Classroom #126). An Advisory Note-Technical Violation was issued during this tele-inspection.
· All floors shall be kept clean and safe
· No weapons stored at the facility
· There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position.
· Medications are stored where inaccessible to children
· Hazards are stored where inaccessible to children
· Bathrooms were observed to be safe, sanitary and in operating condition
· Playgrounds are enclosed by appropriate fences and free of hazards
· Outdoor activity areas are supplied with age and size appropriate equipment in good condition
· Food preparation area is clean, free of litter, rubbish and free of rodents and other vermin
· Directors Pediatric CPR/First Aid expires on 03/2021
· AB1207 Mandated Child Abuse Reporting Training completed on 08/02/2020

· Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided an updated Plan of Operation that includes IMS must be submitted to the Department. The following was reviewed with the applicant(s):
- AB2370 – Effective January 1, 2019 – Lead Poisoning – An act amending Sections 1596.866 and 1596.8661 and adding Sections 1596.7996 and 1597.16 to the Health and Safety Code for the education of risks and effects of lead exposure in child care facilities and for the testing of drinking water in licensed child care centers. Licensed providers have access to a document regarding lead toxicity prevention created in partnership with the California Department of Public Health (CDPH) to provide to parents/guardians of newly enrolled or reenrolled children with information on the following:
· Risks and effects of lead exposure, Blood lead testing recommendations and requirements, Options for obtaining blood lead testing, including any programs that offer free or discounted tests
- SB 277 – Immunizations, Personal Beliefs Exemption, effective January 1, 2016
- AB290 – Child Nutrition, effective January 1, 2016
- SB792 – Immunization requirements for staff, volunteers, effective September 1, 2016
- AB2231 (2016) – Increased Civil Penalties, effective July 1, 2017 w
- AB 1207 – Mandated Child Abuse Reporting: Child Day Care Personnel Training, beginning January 1, 2018.
- Effective January 1, 2017 – Children under 2 years of age shall ride in a rear-facing car seat unless the child weighs 40 or more pounds OR is 40 or more inches tall. For additional information regarding car seat laws see www.chp.ca.gov
- Access to forms & Regulations for Child Care Center online at www.ccld.ca.gov
- Responsibility to know the regulations for anyone providing care
- Inaccessibility of hazards must be constantly reassessed depending on the children in care
- Current facility’s phone numbers must be on file at all times.
- Failure to meet the posting requirements shall result in an immediate $100 civil penalty.
- Documentation of fire & earthquake drills to be conducted every six months
- Responsibilities of being a mandated reporter
- Baby walkers, bouncy seats, exersaucers and other similar items are prohibited
- The applicant is urged visit the U.S. Consumer Product Safety Commission webpage at www.cpsc.gov to ensure that equipment purchased for the day care has not been recalled
- Once licensed, the Notice of Site Visit must be posted at the entrance of the facility for a period of 30 days. If a serious violation is cited, a copy of the licensing report (LIC809/LIC9099) must also be posted for 30 days. A civil penalty of $100 per violation will be assessed for noncompliance.

A NOTICE OF SITE VISIT WAS ISSUED AND LPA VERIFIED THAT IT WAS POSTED IN A PROMINENT LOCATION AT THE FACILITY BEFORE LEAVING. THE LICENSEE UNDERSTANDS THAT IT MUST REMAIN POSTED FOR THE NEXT 30 DAYS.

An exit interview was conducted via Microsoft Teams, and a copy of this report was provided to the Director on 03/04/2021. Due to COVID-19 State of Emergency, LPA provided a copy of this report via email with an electronic “READ RECEIPT”. LPAs requested the Director to acknowledge receipt of the email. The electronic read receipt of the emailed report acknowledges receipt of this report. Director understands that a copy of this report must be made available to the public, upon their request, for the next three years.
