Licensing Program Analyst (LPA) Babatunde Ibitoye met with the facility Site Supervisor Patricia Rosales and conducted a Required 1 year Annual inspection. LPA toured and inspected the facility in accordance with the facility sketch. Upon arrival LPA observed 11 children, 1 teacher and 1 Teacher aide. The facility have 3 open classrooms . LPA observed children in classroom #90 on the playground playing individually and in group along with 1 Teacher and 1 Teacher Aide. The remaining classroom #40 am, 41pm and #60 are on spring break. The facility operates from 7:00 am to 5:00pm (AM Session, PM Session, one Full Day Class). Incidental Medical Services (IMS) policy was discussed. This facility provides Incidental Medical Services (IMS) for preschool children as required.

Furniture and equipment were inspected for age appropriateness and good repair. All rooms are clean and safe. Center utilizes learning genie for communication. Heating, lighting, and ventilation are adequate. LPA observed age appropriate toys and materials. Drinking water is available inside the classrooms (Sparkletts Bottle Cooler). LPA observed a sufficient quantity of Mat available for napping children. There are fire extinguisher and smoke detector/carbon monoxide detector in each classroom.

LPA inspected and observed clean bathrooms in each classroom (1-2 toilet(s), 1-2 hand washing sink(s)). Toilets and sinks are functioning properly and are age appropriate. LPA observed soap, toilet paper and paper towels readily available.

Outdoor play equipment was inspected for health, safety, cushioning material (sand and padding), good repair and age appropriateness. Large play equipment and structures are securely anchored. The area was observed to be free of debris. There is an area for shade and rest. Drinking water is available in the form of water Igloo with disposable. There is a garden area in the left play area side. Play area was inspected for hazards and inaccessibility to bodies of water.

Children are inspected for illnesses and wellness check as they arrive. A review of medication policy indicated that prescription medication is administered and only with parent's written permission. The Site Supervisor, Lead Teacher and Teacher (classroom) administers the medication and documents the dosage, date and time onto a log. All staff are trained to administer medications. Medication is retained in a locked safe in locked cabinet properly labeled. All medication is properly labeled and stored in its original container. There are separate areas for isolation and care of ill children in the Site Supervisor office. There is a cot available for each ill child. Children are escorted to the children's bathroom when ill.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Teacher/child ratios were observed. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Staff has training monthly (Teaching Pyramid, licensing Title 22 supervision, preparing for emergencies, child abuse). Fire/earthquake drills are current (monthly). Personal rights of children were discussed.

The food is brought in from a private company twice a week, the food is kept in the freezer and refrigerator on site. The food service worker prepares food (micro-wave food). There is a clean fully equipped kitchen (off limits) with refrigerator, freezer, industrial microwave, separate sinks for preparing food and hand washing. The facility provides breakfast, lunch, snacks (morning, afternoon). Trash container in each classroom with tight fitting lid. Allergy lists are posted in kitchen. LPA observed an appropriate amount of food and snacks. The chemicals are kept separate from the food.


Sign in and out sheets were reviewed. The parent board was reviewed and has all of the required Community Care Licensing forms posted. Fire/earthquake drills current, the last fire/earthquake drill was completed on 03/20/2023,(emergency bag, child emergency card, sign-in/out sheets) and Roster is current.

Children's records and staff records were reviewed. Staff are certified in Pediatric CPR and First Aid (expire 09/20/2024).

LPA discussed the following: Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements

Summary: This bill amends Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed child care facility (Center or family child care home) are aware of situations that present the greatest danger to children. These situations include:

· Serious health and safety violations resulting in Type A citations.

· Non-compliance conferences; or Efforts by the Department to revoke a facility’s license. Each report (documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit (printed out during this inspection). Failure to meet the posting requirements shall result in an immediate civil penalty. In addition, all parents of currently enrolled children and any newly enrolled child for the following 12 months shall receive a copy of report and sign the LIC 9224 acknowledging receipt. Civil Penalty assessments will be assessed if all above requirements are not adhered to

On January 1, 2018, or before March 30, 2018, a person who is a licensed child care provider, administrator, or employee of a licensed child day care facility shall complete the online mandated reporter training and shall complete renewal mandated reporter training every two years. @www.mandatedreporterca.com

AB 290 - for each new license issued, at least one director or teacher at a childcare center or family child-care home shall have at least one hour of childhood nutrition training.
