Licensing Program Analyst (LPA) Rachel Zeron arrived at the facility to conclude a complaint investigation in regard to the above allegations received on 02/15/2024. A previous visit was conducted on 02/27/2024 to initiate this investigation. LPA were given access to the facility by the director, Toni Espino. LPA discussed the purpose of today’s visit, took census, and toured the facility. LPA met with the director to further discuss the complaint allegation and deliver findings.

During the investigation, LPAs made observations, reviewed pertinent documentation, and conducted interviews with pertinent parties. It was alleged, Staff left children unattended and Staff did not assist child with wearing clothing as needed. Interviews with staff implied that children are supervised when children are using the bathroom,teacher in the classroom closest to the bathroom will assist supervising children as needed if teacher does not have assistance at any given time. It was disclosed that that classroom does have two teachers for the most part and teachers have scheduled times to take children to the restroom as a group. Staff denied leaving the children at anytime unattended and will call for assistance if needed. In regard to the allegation, staff did not assit child with wearing clothes as needed.

Staff denied this allegation, stating that they have extra clothing for all children and will change children accordingly if the child has an accident. Staff showed LPA where children cubbies are located, some children did have some cubbies on an shared wall with the classroom next store. Staff indicated that these cubbies are used for additional clothing that children may have brought from home.

Based on inconsistent statements the were disclosed, the allegations are UNSUBSTANTIATED at this time. A finding that the allegation is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the allegation occurred.

An exit interview was conducted with the director,Toni Espino. A copy of this report was provided, and a Notice of Site (NOS) Visit was issued and shall be posted where the parent/guardian of children enter and exit the facility. The Notice of Site Visit (LIC9213) must remain posted for 30 days.
