13 | On 12/07/2021, Licensing Program Analyst (LPA) Rachel Zeron conducted an unannounced visit to the facility and met with Director, Laura O’Brien for the purpose of delivering findings of this complaint that was initiated on 09/21/2021. Per the Director, there were 53 children in care.
During the investigation, LPA Zeron reviewed facility documentation and conducted interviews with relevant individuals pertinent to this investigation. It is alleged that on or about September 16, 2021 a child was dropped off at the facility at approximately 8:45am and picked up at approximately 12:30pm. After receiving a call from the Director at 9:30am indicating that the child was crying a lot. That evening, while child’s representative (CR) was showering the child, CR noticed bruising on child’s rib cage area and scratch marks under both arm pits. The following morning, when child was dropped off at the facility, CR asked child's teacher about the injuries. The teacher indicated that it was unknown how the injuries occured, the child was crying a lot and the Director came into the classroom "clapping at the child" and telling him to "stop crying" and removed him from the classroom and took him into her office and called the child's representive to pick the child up.
