On March 27, 2024, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the Vista Verde State Preschool for the purpose of conducting a Required Annual inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed 19 children in active play and 2 teachers, 2 assistants. The facility operates from 8:00 am to 3:00 p.m. There are two half day classrooms (Mon-Friday 8:00 a.m.to 11:00 a.m. and 11:45 a.m. to 2:45 p.m.).
Physical Plant: LPA observed one clean and safe classroom, telephone service, heating, lighting, and ventilation are adequate. There are cubbies for children's belongings (labeled) in the classroom. Furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classroom in the form of water fountain and outside water fountain. Children do not nap. Medication is administered by the school nurse. First Aid Kits were observed in each classroom. There is an Emergency Survival Kit Bin kept inside staff restroom. Two fire extinguishers near each door (full and green), sprinkler system in the ceiling, and fire alarm pull switch observed. No smoke detector or carbon monoxide detector.
Bathrooms: LPA inspected the children's bathroom. There is 1 toilet, and 1 sink, with toilet paper functioning properly and age appropriate (with hazards). LPA observed outside the bathroom a hand washing sink with soap, and paper towels readily available.

There was a storage cabinet (unlocked) inside the children’s restroom. LPA observed chemicals and choking items that were removed. LPA recommended cabinet remain lock during school hours. Staff restrooms was located inside the classroom next door to children’s bathroom it was observed with hazards. There was a storage cabinet (unlocked) with chemicals. LPA recommended the cabinet remain locked during school hours. There is a small refrigerator, toaster, and microwave inside the classroom for staff use. The facility provides one snack, prepared by the cafeteria, and brought to the classroom. Menus are posted. LPA observed allergy list posted in the classroom on the refrigerator. LPA did not observe the amount of food and snacks. The chemicals are kept separate from the food. Cleaning supplies are kept in locked storage cabinet inside the classroom.

Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed one small play structure, one large play structure, swings (anchored) with wood chips underneath, tricycle bikes, and shade provided with benches. Both structures and swings are securely anchored. The playground was observed to be free of debris. Drinking water is available in the form of a water fountain. There are no bodies of water on the premises.


Other: Children and staff files were reviewed. Current Pediatric CPR and First Aid (expires 9/2024). Transportation is not provided. Disaster Drills: Fire/Earthquake (not current) and Roster (current). Children are inspected for illnesses as they arrive. There is a chair near the sink for isolation and care of ill children in a room adjacent to the children’s restroom. Staff/child ratios (observed- compliant), sign in/out sheets (paper). Facility representative was reminded to access the Licensing website at www.ccld.ca.gov. to obtain information about the most recent regulatory changes and the Quarterly Updates.

A review of medication policy indicated that prescription medication is administered only with parent's written permission. The school nursing staff administers medication and documents the dosage, date, and time onto a log. Medication stays in the nurse’s office (locked). Medication is properly labeled and stored in its original container. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA discussed the safe sleep regulations with facility representative and
discussed the Child Care Licensing Safe Sleep webpage at:
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep, as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Facility representative was informed of the MyChildCarePlan.org website, a
consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
