32 | During inspection, LPAs observed staff interactions with children while they were transitioning to different activities from the playground to the classroom to verify Personal Rights and Supervision compliance at the facility. Children at the facility are between the ages of 3-5 years old. Upon arrival to the facility on 10/20/22, LPAs observed children running, hiding and chasing each other in the playground under the supervision of staff; teacher to child ratio was 7:2. Per Title 22 Regulations, preschool age children ratio to fully qualify teacher is 12:1. A table with water bottles with each individual child’s names were observed next to a pitcher of cold water and disposable cups were available within child(ren)’s reach. Children were observed grabbing their water bottles and/ or asking for a cup of water if they did not have their own water bottle. Staff were reminding children to drink water after playing, then to go to the restroom, and wash their hands to be ready for lunch time. During interviews with children at the facility, they denied not having access to water and/or their water bottles when they are thirsty.
Children were observed following instructions entering the facility restroom independently, under the supervision of Staff N.1 and Staff N.2. Also, children’s interviews revealed that they all knew when and how to ask for assistance for themselves and/or friends if clothing material such as zippers, buttons or belts did not allow them to go to the restroom freely. Children noted they could not get assistance with anything else inside the restroom such as wiping. Information obtained from facility handbook shows that children at the facility are required to be potty trained upon enrollment, but assistance with bathroom accidents is provided as needed.
Information and documentation collected during the course of the investigation explains that ClassDojo (free communication app) is used to notify parents of incidents. In addition to ClassDojo, parent/legal guardians are notified upon arrival to the facility of any incidents. Parents are also given written incident reports in person. Per facility handbook review, it was disclosed that due to children’s age and level of activity; parent, staff and children understand that tripping and falling are part of normal activities due to running and playing with friends. However, all incidents should be reported by staff for parent notification and to address concerns. If serious injuries occurred within daycare hours, information should be reported to parents immediately and to CCL within 24 hours.
LPAs reviewed files pertaining to the allegations; however, no written incidents with severe injuries from the child in question and/or any other children were observed within the documentation provided by center staff. |
