13 | Licensing Program Analyst (LPA) Neal met with Director, Stephanie Hernandez, for the purpose of following up on a complaint investigation of the above allegations. During this investigation, LPA Neal conducted interviews with children, staff, parents and other relevant complaint parties and reviewed staff files. Based on information obtained, complaint is deemed unsubstantiated. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged allegations occurred.
