On 11/16 at 10:08 am, Licensing Program Analyst (LPA) Patricia Berry conducted a subsequent complaint investigation to deliver final findings. LPA was granted access into the facility and met with director Domingue Lucien. LPA toured facility and took census. LPA interviewed staff and children.

Staff yelled at a child
It was alleged a child in care was yelled at by staff. During the investigation, LPA interviewed staff, interviewed children, and toured the facility. During staff interviews, it was revealed staff do use a loud voice on occasion in order to get the attention of the whole class. Staff stated when speaking to a child individually, their voices are low. All children interviewed stated they do not feel they are yelled at by their teachers.

There is conflicting information from what was alleged and from LPA’s interviews with staff and children; therefore, the allegation of a child in care was yelled at by staff is unsubstantiated.

Staff refused to allow parent into the preschool
It was alleged a parent was refused access into the preschool on 05/21/21 and the parent waited for over two hours before being granted access into the facility. It was also alleged the parent had been texting the director for help with no response from the director. During the investigation, the LPA interviewed staff and obtained text messages. During staff interviews, staff stated children were practicing graduation in the sanctuary on 05/21/21. Staff stated there was a note on the door stating there was practice in the sanctuary and to bring your child in the sanctuary if you are late arriving. LPA obtained texts confirming the parent texting staff on 05/21/21. Staff stated they do not have proof of any sign on the door or email pertaining to graduation practice due to this event being back in May of this year.

There is conflicting information of what was alleged and LPA’s interviews with staff; therefore, the allegation of staff refused to allow a parent into the school is unsubstantiated.

Staff kicked a chair a child was sitting in
It was alleged staff kicked a child’s chair while the child was still sitting in it due to staff being angry with the child. During the investigation, LPA interviewed staff and children. Director stated it was never reported a staff member had kicked a child’s chair. LPA was unable to interview the staff who allegedly kicked the chair due to staff member no longer working at the facility. All children interviewed stated teachers have never kicked their chairs or have they seen teachers kick their friends’ chairs.

There is conflicting information from what was alleged and from LPA’s interviews with staff and children; therefore, the allegation of staff kicking a chair a child was sitting in is unsubstantiated.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

Exit interview conducted with director, report, appeal rights and Notice of Site Visit provided to the director. LPA observed director post Notice of Site Visit.
