Licensing Program Analyst's (LPAs) Thompson-Miller and Smith met with the facility Director, Alesha Stenner and conducted a Random Annual inspection. LPAs toured and inspected the preschool in accordance with the facility sketch. LPAs observed 30 children upon arrival. There were 4 teachers on the premises along with the director and owner. The facility consists of 4 classrooms (yellow-toddler room, green-2 years, red-4 years to Kindergarten, blue-3 and 4 years). The facility operates from 6:00am to 7:00pm Monday through Friday. Incidental Medical Services (IMS) policy was discussed.

Furniture and equipment were inspected for age appropriateness and good repair. All rooms are clean and safe. Telephone service was verified. Heating, lighting, and ventilation are adequate. There are cubbies for children's belongings. LPAs observed age appropriate toys and materials. Drinking water is available inside the classrooms in the form of water pitcher-Igloo, disposable cups. LPAs observed a sufficient quantity of mats available for napping children. The bedding is stored separately and properly.

Per Director the sheets are washed (weekly or as needed) and cots are sanitized daily. There is a fire extinguisher, smoke detector and a carbon monoxide detector on the premises (LPAs observed).

LPAs inspected and observed 3 clean bathrooms (5 toilets, 7 sinks). Toilets and sinks are functioning properly and are age appropriate. LPAs observed soap, toilet paper and paper towels readily available. Water temperature is appropriate.

Children are inspected (wellness check) for illnesses as they arrive. A review of medication policy indicated that prescription medication (current date) is administered only with parent's written permission. The Director or Lead Teacher administers medication and documents the dosage, date and time onto a log (LPA observed log). Medication is brought and taken home by the parent daily (prescription medication) or maintained in locked cabinet. Medication is properly labeled and stored in its original container. There is a separate area for isolation and care of ill children in the director office area.

The facility has 2 playground areas. The toddlers play in a gated area separated by a fence from the older children play area. Outdoor play equipment was inspected for health, safety, good repair and age appropriateness. There is sand and concrete area for active play. The area was observed to be free of debris. There is an area for shade (patio) and rest. Drinking water in a pitcher-Igloo and Dixie cups are available. Play area was inspected for hazards and inaccessibility to bodies of water. Outside play area is completely fenced.

There is a clean, fully equipped kitchen with refrigerator/freezer, microwave oven and stove. The facility provides breakfast, AM snack, lunch, PM snack, and evening snack. Menu is posted in the kitchen and on each classroom parent board. Allergy list is posted in the kitchen snacks. The chemicals are kept separate from the food (under kitchen sink-cabinet).

Sign in and out sheets were reviewed. The parent board was reviewed and has all of the required forms posted. Fire/earthquake drills current. Roster current.

Teacher child ratios were observed and staff name recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Staff were questioned to establish their familiarity of emergency reporting requirements, emergency disaster plans and other site operations. Personal rights of children were discussed.

Children's records and staff records were reviewed. Staff are certified in Pediatric CPR and First Aid expire 08/11/2020. Additional forms and a copy of Title 22 Regulations may be obtained at the department's website www.ccld.ca.gov. Notification of Parent's Rights poster (Palmdale Regional Child Care Office) was provided.

Information regarding Shaken Baby, Seat Belt Safety, Notification of Parent's Rights poster (Palmdale Regional Child Care Office) was discussed. The information regarding new legislation with regards to exemptions and Parent’s Rights was also discussed. Director reminded to review PIN 19-08 CCP, California Department of Public Health New Pre-Kindergarten (Child Care) and School Immunization Requirements.
