On August 8, 2024, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed nineteen (19) children in active play and four teachers, 2 assistants. The facility operates from 7:30 am to 6:00 pm.
Physical Plant: LPA observed two clean and safe classrooms, telephone service, heating, lighting, and ventilation are adequate. There are cubbies for children's belongings that are labeled in each classroom. Furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classrooms in the form of water pitcher and disposable cups. Sufficient napping cots for all children. The bedding is stored separately and per representative is washed weekly. There is a First Aid Kit backpack hanging on the wall near the kitchen for the entire center and first aid kits were observed in each classroom. There is an Emergency Survival Kit in form of a large backpack that is kept near the kitchen. Fire extinguishers were present on the wall full/ green last serviced 9/23. There is a fire alarm pull switch present on the wall. Trash cans have secure lids.
Bathrooms: LPA inspected two children's bathrooms. The preschool bathroom has 1 toilet and 1 sink, functioning properly and age appropriate no hazards were observed.

The toddler bathroom had 1 toilet and 1 sink, and a changing table. LPA observed soap, toilet paper, and paper towels readily available in all bathrooms. Staff restrooms are in the hallway outside of the classrooms.
Kitchen: There is a clean, fully equipped kitchen with refrigerator, freezer, stove top, oven, microwave, dishwasher, and sink. The facility provides breakfast, lunch, and afternoon snacks. Menus are posted. LPA observed allergy list posted on the refrigerator and in each classroom. LPA observed an appropriate amount of food and snacks. LPA observed 2% milk inside the refrigerator that was changed to 1% milk during the inspection. The chemicals and cleaning supplies are kept separate from the food in a locked cabinet in the hallway.
Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. On the preschool playground, LPA observed a see saw and a climbing apparatus that were not anchored in the ground and unsafe for the children. They both were removed during the inspection. LPA observed a large trampoline with the spring pads that was closed with the latches, not in use, and secured with sandbags underneath. Per representative, the children do not use it. There is a large play structure with four slides that is anchored in the ground with grass underneath. There was a small basketball court with grass underneath, two water tables with water inside kids were in active play with supervision, and the AC unit was gated around. There were bikes that were age appropriate. Water is provided with personal, labeled cups. There is a canopy and table/bench for shade. The toddler playground there were age-appropriate Little Tykes play equipment, tables with benches, a water table with water inside, no kids in active play with the table, and a large tree for shade. Drinking water is available in the form of a water pitcher and disposable cups. Both playgrounds were observed to be free of debris and fenced all around. There were no large bodies of water on the premises.

Other: Children and staff files were reviewed. Current Pediatric CPR and First Aid expires 3/26. Transportation is not provided, and medical policy reviewed. Disaster Drills: Fire: 7/3/24 and Earthquake: 7/9/24, as current the Facility Roster was current. Children are inspected for illnesses as they arrive. There is a separate room for isolation and care of ill children in the office until parent can pick up the child. Staff/child ratios were observed- compliant, sign in/out sheets were observed as complete. There was a water lead test that was completed in July 2023, and no lead was detected. Facility representative was reminded to access the Licensing website at www.ccld.ca.gov. to obtain information about the most recent regulatory changes and the Quarterly Updates. Medications are stored in a locked container inside the office. A review of medication policy indicated that prescription medication is administered only with parent's written permission. The management staff administers medication and documents the dosage, date, and time onto a log. Medication is brought and taken home by the parents daily or stored in the locked container. Medication is properly labeled and stored in its original container.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. State law prohibits baby walkers, bouncy seats, exersaucers, or any other items that fall into that category. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep; as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Facility representative was informed of the MyChildCarePlan.org website, a
consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
