13 | On 1/28/2022, Licensing Program Analyst (LPA) Zirbes conducted a complaint inspection to the facility. LPA met with Norma Torres. The purpose of the inspection was to deliver the findings for the above complaint allegations.
Over the course of investigating the allegations regarding personal rights and food service, LPA conducted interviews with children, staff, and parents. In addition, LPA completed a review of the facility records. LPA made three attempts to interview the additional witnesses involved, however the attempts were unsuccessful. The information obtained over the course of the investigation, revealed inconsistencies regarding if an unknown staff member discriminated against child 1 (C1) or if an unknown staff member refused to provide snacks to C1. LPAs review of the facility records did not corroborate the allegations. Therefore, the allegations are deemed Unsubstantiated. A finding of unsubstantiated means that the allegations may have happened or are valid, but there is not a preponderance of the evidence to prove that the alleged violations occurred.
A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, and this report was reviewed with Director, Norma Torres.
