Licensing Program Analysts (LPA's) Phillips and Thompson-Miller and met with Antoinette Mcclendon, Owner/Director, today for the purpose of conducting a Pre-Licensing inspection for this School Age component with a capacity of 14 children. Center has also submitted an application for a Preschool Component on the same property (#367750007). Owner/Director led LPA's on a tour of the center which consist of 1 classroom for School age and the outside area. The days/hours of operation: MONDAY THROUGH FRIDAY 6:00AM TO 8:00PM and will be servicing ages 5 years to 14 years.

During this Pre-Licensing inspection, LPA's measured 1 classroom and the outside play area. Measurements were as follows:

Classroom:
School Age: 21 x 20 = 420 minus encumbered (bathroom 7 x 7= 49 cabinet 3 x 2= 6)
420 - 55 = 365 365 /35= 10.4 = 10 Children

Fire Clearance has School age at 14 Children. School age total capacity is 10.

Outdoor Measurements:
School Age Play Yard: 47 x 51 = 2397/75 = 32

**Classroom were equipped with age appropriate furniture, equipment, toys and materials. The classroom were observed to be safe and free of any Health or safety hazards. Telephone service was verified as well as adequate heating, lighting, and ventilation. Children's belongings are kept in cubbies along the wall. Drinking water is available inside the classroom in the form of a water dispenser and disposable cups.

**School age bathroom is located within the classroom. School age Classroom contains 1 toilet and 1 sink. LPAs observed the bathroom to be clean and sanitary, with soap, toilet paper and paper towels readily available.

The Directors office will be used as an isolation room and the staff bathroom will be used as an isolation bathroom.

**The classroom has cubbies and age appropriate furniture. Flooring was inspected for cleanliness, and good repair.

**Outdoor play equipment was inspected for health, safety, good repair and age appropriateness. Center utilizes sand for cushioning material and a tree and patio for shade. There is an octagon climbing structure. There are large play tires. LPAs observed the fencing surrounding the play area to be at least 4 1/2 ft. tall to protect children and to keep them in the outdoor activity area, the gates were locked during this inspections. Staff will bring drinking water outside for children (water pitcher and disposable cups). There are no bodies of water observed on the premises.

**Food preparation area/Kitchen (staff and center kitchen) was inspected for safety, cleanliness, proper equipment & protection against contamination and storage. Center will provide breakfast, am snack, lunch, pm snack and dinner. Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children were stored and inaccessible to children.

**The Parent Board (located in the main entrance area) contained all documents that are required to be posted according to Title 22 Regulations. Staff are certified in Pediatric CPR and First Aid (exp 12/20/2019).

LPA observed a fully stocked first aid kit; fully charged fire extinguishers; carbon monoxide detectors throughout the center. Fire Drill/Earthquake log is located in kitchen area. At this time center will not be administering over the counter or prescription medication.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm - Center will not provide IMS at this time.

§1596.8662 On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training. - Certificates in file.

§1596.7995 (a)(1) Commencing September 1, 2016, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year. - Staff have required Immunization's.

AB 2370, Chapter 676, Statutes of 2018, mandates testing of water for lead in all child care centers by January 1, 2020, and provides for distributing educational materials and training on lead toxicity and prevention , as specified.

AB 605, Chapter 574, Statues of 2018, calls for developing regulations necessary to implement a one center license structure to care for varying age groups by January 1, 2021.

Center was made aware that prior to working or volunteering in a licensed child care facility, all individuals subject to a criminal record review shall obtain a clearance or criminal record exemption. If a fingerprint clearance has been obtained through the Department, Licensee may request a transfer of a criminal record clearance from one state licensed facility to another using form LIC 9182.

Capacity will be approved for 10 upon completion of items listed below.

Before licensure the following must be completed:
1. Removal of metal table in play yard

Once corrections have been verified, the application for a School Age Child Care Center will be submitted for approval with a maximum capacity of 10 with parent notification. Applicant advised that all corrections are due within 30 days or the application may be withdrawn.

The On Duty Worker is available for questions at 661-789-6944 Monday through Friday 8am-5pm. LPAs provided consultation during the inspection.

An exit interview was conducted and a copy of the report was read and provided to Director/Owner Antoinette Mcclendon..
