Licensing Program Analyst (LPA) Diana Sanchez made an unannounced Annual/Random inspection on today's date, at the above referenced facility. LPA met with facility assistant director Ana Adrian and proceeded to tour the facility. The purpose of the inspection is to ensure the facility is maintaining the health and safety standards as required by Community Care Licensing (CCL) Regulations governing Child Care Centers. Director Joe Ann arrived to the facility shortly after.
There were 32 children and 4 staff in 3 different classrooms. Appropriate ratios, capacity, care and visual supervision were observed. All furniture and equipment are age appropriate and in good repair. Classrooms have adequate heating, lighting and ventilation. Bathrooms are clean, in good repair, toilets and sinks are operable. Paper towels and toilet paper is available. Hazardous materials are inaccessible to children.

Classrooms have drinking water available for children. Food service area consists of a kitchen which is clean and free of hazards. Facility does not provides breakfast or lunch only snacks.
There is an operational Type 2A:10BC fire extinguishers and working smoke and carbon monoxide alarms in the facility.

Outdoor play area has a structural shade. There are no bodies of water nor weapons at this facility. Area has drinking water available and grounds are free of debris or potential hazards.

Assembly Bill 1207 Mandated Child Abuse Reporting. Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years.

Per new Senate Bill 792 pertaining to immunizations, which require all adults in daycare operation to have proof of immunizations for; Measles, Pertussis or Whooping Cough and Influenza or Flu were discussed with Licensee. LPA has verified that director and staff have verification of required immunizations and are in compliance.

At least one staff member has current CPR and First Aid certifications. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA provided Lead Exposure brochure. LPA advised director of the importance of child abuse reporting, children’s records, immunization, shaken baby syndrome and the YMCA Resource Center. LPA explained clearance requirements for persons over 18 working in the facility. Director understood that physical discipline/corporal punishment and smoking shall never be permitted in the child care program.

There are no deficiencies cited on this inspection, all paperwork is in order and required documents were properly posted.

An exit interview was conducted with Joe Ann Brownlee and a copy of this report left at the facility.

LPA observed provider placing the Notice of Cite Visit on the wall visible to parents during today’s visit.
