On 11/20/2023 at 9:40 am, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual required inspection. LPA met with teacher Debra Lehew and disclosed the purpose of the inspection. LPA toured the inside and outside of the facility. The facility operates Monday through Friday, 7:30 am to 5:00pm. The following ratios were observed: Room #1 were observed on the playground, there were 10 children and one (1) teacher, Room #3 were observed on the playground with nine (9) children and one (1) teacher, Room #5 had seven (7) children with one (1) teacher, Room # 6 had eight (8) children with one (1) teacher, Room #7 were observed on the playground with 10 children and two (2) teachers, Room #8 had one (1) teacher and one (1) assistant.

Furniture and equipment are in good condition. Toilets and hand-washing equipment are in safe and sanitary operating condition. Paper towels and toilet paper are available. The bathroom is lighted and has ventilation. Floors in the facility are clean and safe. Solid waste storage containers have tight-fitting covers and are in good repair. All disinfectants, cleaning solutions, and other hazardous items are inaccessible to children through latches and locks. The playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. High-climbing equipment has sufficient cushioning. The outdoor play area is fenced with adequate material for cushioning. Area has canopies and trees used for shade. The facility does not provide lunch or snack. Children bring their own lunch, snack and water bottles. Drinking water is available both indoors and outdoors

Facility has a functioning carbon monoxide and smoke detector that meet statutory requirements. The last fire/disaster drill was conducted and documented on 9/21/2023. Debra Lehew stated there are no bodies of water on the premises. LPA did not observe any bodies of water during the time of inspection. Debra Lehew stated there are no firearms or ammunition allowed or stored on the premises.

A review of staff records on this date indicates facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Debra Lehew was reminded that all adults 18 and over living or working in the facility, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

On this date, 11/20/2023, the California Attorney General - Megan’s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Facility maintains a ratio of one teacher supervising no more than twelve (12) children in care. Children are under supervision, including visual supervision, of a teacher at all times. At least one person trained in Pediatric CPR and First Aid is present when children are at the facility. The person who signs the child in and out of the facility shall use their full legal signature and record the time of day. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and observed files were complete with health screening, mandated reporter certification, immunization records and education requirements.

This facility is currently providing Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. No exceedances found.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. LPA discussed and provided Debra Lehew with the following: childcare advocates email address: childcareadvocatesprogram@dss.ca.gov. In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248.

LPA advised Debra Lehew that prior to making construction or alterations to the facility, the director shall notify the Department of the proposed change.

No deficiencies cited during today's inspection. An exit interview was conducted with teacher Debra Lehew, and a copy of this report, Appeal Rights, and Notice of Site Visit were provided. Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA observed Notice of Site Visit posted on the bulletin board.
