On 5/19/2023 at 9:30am, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual required inspection and met with Administrative Assistant Dawn Murillo and Heather Gray, Principal. LPA disclosed the purpose of the inspection and was led on a tour of the facility. LPA also conducted a tour of the school auditorium that is used by the facility for events. This program operates September through mid June. Days and hours of operation are Monday – Friday, 7:45am – 3:45pm. The following ratios were observed : Room 1 had 14 children supervised by two (2) teachers, Room 2 had 16 children supervised by two (2) teachers, Room 3 had seven (7) children supervised by one (1) teacher and one (1) staff.

Furniture and equipment are in good condition. Rooms have adequate heating, lighting, ventilation. Storage cubbies are readily available. Bathrooms are maintained, toilet and hand-washing equipment are in safe and sanitary operating condition. Paper towels and toilet paper are available. Floors in the facility are clean and safe. Solid waste storage containers have tight-fitting covers and are in good repair. Disinfectants, cleaning solutions and other hazardous items are made inaccessible to children. Outdoor areas includes the Courtyard, Turf Playground and the Canyon Playground. Playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Outdoor play area is a fenced playground with sufficient rubber chips for cushioning at the Canyon Playground. Play area has a canopy used for shade. Drinking water is available both indoors and outdoors.

Facility has a functioning smoke and carbon monoxide detectors that meet statutory requirements. The last fire was conducted on 4/19/2023 and disaster drill conducted on 5/17/2023. Principal Heather Gray stated there are no bodies of water on the premises and no firearms or ammunition allowed or stored on the premises. Lunch,morning and afternoon is provided by the school cafeteria and children bring their own water bottles. Menus are posted monthly.

A review of staff records on this date indicates facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. The principal was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Capacity and limitations as specified on the license are being maintained. Children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children in care. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at off-site activities. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. Facility utilizes an electronic scan in/scan out system for sign in. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and observed files to be incomplete. Staff 1 and Staff 3 did not have a health screening report available for review during time of inspection. Staff 2 and Staff 3 did not have immunization records available for review during time of inspection. Staff files were completed with mandated reporting training certifications.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA and Principal Heather Gray discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Guardian and California Megan’s Law (www.meganslaw.ca.gov).

An exit interview was conducted with Principal, Heather Gray, and a copy of this report, Appeal Rights and Notice of Site Visit were provided. Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA observed Notice of Site Visit posted on the bulletin board in the Room 1.
