13 | On 08/09/21 at 11:05 a.m., Licensing Program Analyst (LPA), Rajani Goudreau arrived at the facility to conduct an unannounced Complaint inspection for the purpose of delivering the finding to the above allegation. Upon arrival, LPA met with co-licensee, Elenita Diesta and proceeded to tour facility. At time of inspection there were three staff members and 15 children in care. The investigation was conducted by an Investigator from Community Care Licensing Division Investigations Branch. During the course of the investigation, interviews were conducted with the licensees, facility staff, daycare parents, daycare children, and representatives from outside agencies. Facility records, police and child welfare reports, and medical records were obtained and reviewed.
The Department received a complaint alleging a former daycare child was sexually abused by co-licensee. The victim was identified as child #1 (C1; see LIC811-confidential names list). Co-licensee #1 (see LIC811-confidential names list) denied the allegation. Facility staff denied observing co-licensee #1 being inappropriate with the children in care. C1 disclosed the allegation to their parent and during a forensic interview; however, there is no corroborating evidence and/or witnesses to support the accusation. See LIC9099-C continuation page…
