On 8/17/2023, at 9:45am, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual required inspection. LPA met with Site Supervisor, Claudia Uribe and disclosed the purpose of the inspection. At 10:15am, Director, Julie Pretzer arrived at the facility. This program operates Monday - Friday and has two sessions that operate 8:30am - 11:30am and 12:15pm - 3:15pm. Room 34 is part of the head start program and operates Monday - Thursday only. The following ratios were observed: Room 33 had 11 children and two (2) teachers and one instructional aide, Room 34 had nine (9) children observed on the playground with one (1) teacher and two (2) instructional aides, Room 35 had 11 children and one (1) teachers and two (2) instructional aides.

Furniture and equipment are in good condition. Playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. High-climbing equipment has sufficient cushioning. Toilet and hand-washing equipment are in safe and sanitary operating condition. Floors in the facility are clean and safe. Kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents. Solid waste storage containers have tight-fitting covers and are in good repair. Disinfectants, cleaning solutions and other hazardous items are made inaccessible to children.

Director stated there are no bodies of water on the premises. LPA did not observe any bodies of water. Director stated there are no firearms or ammunition allowed or stored on the premises. Drinking water is available both indoors and outdoors. Facility provides lunch only and the children in the head start program are provided breakfast and snack. Menus are posted monthly. Facility has functioning carbon and smoke detectors that meet statutory requirements. Last fire/disaster drill was conducted and documented on 8/1/2023.

A review of staff records on this date indicates facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Capacity and limitations as specified on the license are being maintained. Children are under supervision, including visual supervision, of a teacher at all times. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at off-site activities. The person who signs the child in and out of the facility shall use their full legal signature and record the time of day.



LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. Staff file were reviewed and contained staff qualifications. Current documentation of completed mandated reporter training for staff were on file.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA and Director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, mandated reporter training, and California Megan’s Law (www.meganslaw.ca.gov).

No deficiencies cited during today's inspection. An exit interview was conducted with Director, Julie Pretzer , and a copy of this report, Appeal Rights and Notice of Site Visit were provided. Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA observed Notice of Site Visit posted on the bulletin board in the entry way.
