On 02/08/23, at 9:15AM, Licensing Program Analyst (LPA) Luigi Gargaro, conducted an unannounced annual inspection visit and met with Program Director, David Sheppard. LPA disclosed the purpose of the inspection and toured the facility indoors and outdoors. The preschool program runs from 8:45AM-4:00PM, Monday-Friday, serves children from 3-5 years old and operates in conjunction with the district school year calendar. All classrooms, except classroom 15, are comprised of an AM session from 9:20AM to 12;15PM and an afternoon session from 1:00PM-4:00PM. Classroom 15 is a full day session from 9:00 to 3:30. There are currently eight classrooms in operation, classrooms 1, 2, 4, 7, 8, 14, 15 and 16.

The following ratios were observed: Classroom 1: There were 20 children present under the supervision of staff members Noemi Ruelas (lead teacher), Norma Cooper and Korina Castro; Classroom 2: There were 20 children present under the supervision of staff members Claudia Del Raco (lead teacher), Jennifer Gonzalez, Tatiana Marchan and 1-1 specialist Ana Morales and occupational therapist Kimberly Rahimian; Classroom 4: There were 22 children present under the supervision of staff members Ana Santana (lead teacher), Nora Cuevas and Ana Yanez; Classroom 7: There were 16 children present under the supervision of staff members Veronica Rodriguez (lead teacher), Daniela Barella, Nora Sandoval and Yvonne Camacho; Classroom 8: There were 11 children under the supervision of staff members Claudia Loaiza (lead teacher), Ana Molina, Cynthia Luna and Maria Elena Arreola; Classroom 14: There were 16 children under the supervision of staff members Estella Felis (lead teacher) and Susana Calderon; Classroom 15: There were 22 children under the supervision of staff members Mark Sotomayor (Lead Teacher), Jeanette Vargas and Linda Pre; Classroom 16: There were 9 children under the supervision of staff members Martha Avalos (lead teacher) and Emily Maurice..

There is no swimming pool or other bodies of water on the premises. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible. No poisons were observed during the inspection.

Furniture and equipment are in good condition, free of sharp, loose or pointed parts. Playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All toilets and handwashing facilities are in safe and sanitary operating condition. Floors in the facility are clean and safe.

Breakfast and lunch are provided through the on site kitchen and are served in the school cafeteria. All food is protected against contamination and any contaminated food is discarded immediately. Drinking water is available both indoors and outdoors. Areas around high climbing equipment, swings and slides have cushioning material to absorb falls. The facility is free of flies, insects and rodents. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements.

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record clearances through the school district. Upon notification from the Department, the licensee will comply and act immediately to terminate the employment of, remove from the facility or bar from entering the facility for any person it is deemed necessary while the Department considers granting or denying an exemption. Capacity and limitations as specified on the license are being maintained. The name of the child care center director or fully-qualified teacher(s) designated to act in the director’s absence has been reported to the Department, education specialist Tamara Appleman.

The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. All children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a Title 5 ratio of at least one teacher and two aides supervising no more than 24 children in care. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA was unable to complete the review of staff files due to a scheduling conflict but will return to conduct an unannounced continuation visit to complete the review. Menus are posted at least one week in advance where an authorized representative can view them.

This facility provides Incidental Medical Services (IMS). LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee does have South Bay Union School District Policy regarding how medication is to be administered at the facility on site. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA and Director Sheppard discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, COVID-19 Information and Resources, Mandated Reporter Training, Safe Sleep in Child Care, California Megan’s Law (www.meganslaw.ca.gov), Lead Poisoning Facts, Forms and Regulations.

No deficiencies are being cited during today's visit. An exit interview was conducted with Director Sheppard and he was provided a copy of the facility's appeal rights (LIC 9058)
This report shall be made available to the public upon request. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
