25 | On May 15th, 2023 at 11:17 AM, Licensing Program Analyst (LPA) JoAnn Legaspi conducted an unannounced, case management inspection for the Action Level Exceedance (ALE) of lead detected in a facility water fixture. LPA met with Site Supervisor Belaynesh Hanke. The purpose of the inspection was explained, and facility was toured. Present in facility were seventy-seven (77) children with eighteen (18) staff.
LPA discussed the new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the testing of water for lead in Child Care Centers (CCCs) with staff during the inspection. Per AB 2370, all CCCs that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing.
The Department obtained copies of the External Water Sampler Self-Certification Form (LIC9275), Child Care Center Sampling Checklist (LIC9276), and Facility Sketch (LIC999).
The Department received notification from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). The SWRCB report indicated the facility was inspected and samples were collected on 08/31/2022. The outlets/fixture reported with 5.5 ppb or greater lead exceedance levels is as follows:
A- Kitchen Sink.
Staff reported the sink was made off limits, replaced and retested. The outlet was retested on 05/10/2023 to have no lead concentration above the CDSS action level of 5 parts per billion (ppb).
Lead Teacher Modena Mosher stated all staff were made aware of the ALE in the kitchen sink and has not utilized the sink for drinking water or food preparation.
