Licensing Program Analyst (LPA) Yolanda Baez arrived at the facility to conduct an annual random inspection. Upon arrival LPA met with Lead Teacher for the P2 classroom, Dana Shemtov, and proceeded to tour the facility. Early Childhood Program Director, Charmaine Lawson, arrived within an hour and a half. The follow ratios were observed:

P1 (Part day classroom, serves children 3 - 5 years of age):
  • 19 children was present with 3 staff members
  • This classroom is not in session on Fridays, only Monday through Thursday and operates in an AM session from 8am to 11am and PM session from 11:30am to 2:30pm
P2 (Part day classroom, serves children 3 -5 years of age):
  • This classroom is not in session on Fridays, only Monday through Thursday and operates in an AM session from 8am to 11am and PM session from 11:30am to 2:30pm
  • There were not any children present, there were 3 staff members present
P3 (Full day classroom, serves children 3 - 5 years of age):
  • There were not any children or staff members present
Appropriate ratios and capacity were observed.

Furniture and age appropriate equipment is in good condition indoors and outdoors. Children's toilets and hand washing facilities are sanitary. Rooms are safe and clean. The breakfast and lunches are prepared by the elementary school and brought to the preschool program and menus are posted. Drinking water is readily accessible inside of the classroom through water fountains. All disinfectants, cleaning solutions, and other hazardous items are inaccessible to children. Solid waste storage vessels, including moveable bins, have tight-fitting covers on, and are in good repair. Outdoor play area is fenced, grass area with tree for shade and lunch tables, pavement area with canopy for shade, play structure with wood chips for cushioning and canopy for shade. Program Director stated that there are no firearms or ammunition present at the facility. The last emergency drill was conducted on 09/2019. There is an operational carbon monoxide detector at the facility. Staff records were reviewed and contain documentation of education, training, and/or experience. Sign in/sign out sheets are well maintained.

Immunization law (SB792) was discussed with Program Director and she understands that anyone who provides care and supervision to the children must have immunization records maintained at the facility for: pertussis, measles, and influenza. All staff files that were reviewed throughout today's inspection were in compliance with SB792. LPA Baez discussed the Mandated Reporter training, AB1207. LPA Baez reminded Program Director that all staff members are to take the training and have the printed certificates present at the facility and available for review. All staff files that were reviewed throughout today's inspection were in compliance with AB1207. LPA reviewed the following with Director: IMS, SIDS, Car seat Law, Shaken Baby Syndrome, the updated CDPH 286 form for "Pre-Kindergarten and School Immunization Record" and Program Director stated that she understands. This facility does provide Incidental Medical Services- IMS and a written plan of operation must be submitted. There were not any deficiencies issued throughout the areas that were inspected today. NOTICE OF SITE VISIT IS TO BE POSTED FOR 30 DAYS. LPA observed the posting the Notice of Site Visit.
