(3) Licensing Program Analyst (LPA) Selina Siao conducted an unannounced random inspection with the Licensee's daughter Tanya Hiller. The home was toured and inspected to ensure an environment safe for the care and supervision of children. Present at the facility were the licensee's daughter Tanya Hiller and four day care children including two school age children, one infant and one pre school age child. The home has a fully charged fire extinguisher size 3A10BC, smoke and carbon monoxide detector that meet requirements and are operational. Not all hazardous items were latched/locked and secured out of reach of children. Licensee's daughter stated that there are no bodies of water or weapons in the home. A review of staff records on this date indicates that all adult residents have the required background clearances and are associated to the facility. Licensee's daughter Tanya Hiller has an EMSA approved pediatric first aid and CPR cards that are valid through 09/2021. Children’s records were reviewed. Facility has an updated roster and fire drill log available for review. Licensee last conducted a drill with the children in care on 03/24/2019.

Facility has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include kitchen for eating, family room, day care bathroom, living room and back room. Off limits areas include upstairs, the rest of the house by having a door knob cover to prevent children's access. Facility has sufficient toys and equipment available. The home has a fenced backyard available for outdoor activities. Both licensee and her daughter helper Tanya Hiller have the required immunization.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following items were discussed with provider: LPA reminded helper Tanya Hiller that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. Facility was previously provided with information about Heat Related Illness, Sudden Infant Death Syndrome (SIDS), Never Shake a Baby, safe sleep for infants, best practice on supervision, latest car seat poster and effects of lead exposure on 09/03/2019. The ABC’S of Safe Sleep: Sleep is Safest: Alone, on their Back in an empty Crib on a firm mattress.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Please go to www.ccld.ca.gov and click on Child Care, go under Quick Links and Quarterly updates, click on “Receive Important Updates” then enter your email address and choose which program(s) you would like to subscribe to and click “subscribe”. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

On and after January 1, 2018, a person who becomes an administrator or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a) within the first 90 days that he or she is employed at the facility and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training.
