LPA Luigi Gargaro visited the facility to conduct a comprehensive site inspection. Program is a part time preschool with primary hours on Monday - Friday from 9:00 AM - 12:00PM. Upon arrival LPA met with facility director Connie Cleland and proceeded to tour the facility. All required notices, forms and license(s) were posted. The facility's regular school year has ended and the summer program is currently in session. Full time classes begin again in September. The facility usually operates two, three and four year old classrooms. During the the summer session, only the three year old classroom is in operation with a shared mix of children from the three and four year old age groups.

During today's visit, analyst inspected the three year old classroom and conducted a cursory review of the two and four year old classrooms which are in the process of being reorganized/refurbished for the upcoming school year. There were 19 children in care in the three year old classroom being supervised by teachers Mari Huff, Soila Rios and Brenda Mora. Appropriate care & visual supervision were observed during the visit. Children were observed engaging in play and curriculum activities.

Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water from water fountains. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathrooms are lighted and have ventilation. A snack menu is posted. Cleaning supplies are kept separate from any food. The outdoor play area consists of two separately gated yards. The larger main yard is for use by the school three and four year olds while the adjacent smaller yard is solely dedicated to the two year olds. The play equipment is age appropriate as well as the play structures which have clearly labeled age range use. The yards have sufficient shade provided by equipment awnings. Area has an operational drinking fountain and grounds are free of debris or potential hazards.

LPA reviewed sign in sheets and found them to be in compliance. Personnel records contain health screenings and children’s records contain emergency information and medical assessments. At least one staff member has current CPR and First Aid certifications. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Facility fire and earthquake drills were conducted on 05/21/19.

Incidental Medical Services policy was reviewed with site supervisor. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Director stated that currently one child has emergency medications in the form of an epi pen. Analyst reviewed medication documentation, storage and expiration date and found them to be in order. LPA and site supervisor discussed California Megan's Law and LPA provided website: www.meganslaw.ca.gov for supervisor to use for ongoing review. The facility appeared to be in substantial compliance today and no deficiencies were cited.
