On 06/14/2023 at 2:15pm, Licensing Program Analyst (LPA) Samantha Clenista conducted an annual inspection. Upon arrival, LPA met with Center Director, Edelaine Tordecillas, and proceeded to tour the facility. LPA observed a total of 37 children with a total of 8 staff members. Facility houses a preschool and toddler program. There were 27 preschool children with 5 staff members and 10 toddlers with 3 staff members during inspection. Children were observed playing outdoors on the playground or indoors. Appropriate ratio, capacity and supervision was being provided during LPA’s tour. All required notices, forms and license were posted upon entry of the facility.

Rooms have adequate heating, lighting, and ventilation. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Bathrooms are maintained with operational toilets and faucets with appropriate temperature and ventilation. Toddler room has a changing table within arm’s reach of a sink. Facility currently maintains 15 minute sleep logs for all children under 2-years-old. LPA reminded Director that children are to be escorted and supervised by staff to and from the bathroom and under direct visual observation. Food service area consists of a kitchen which is clean and free of hazards.

Facility requires the parents/guardians to bring their child(ren) lunches and snacks, however the facility has extra food/snacks in case someone forgets to bring their child food. Drinking water is readily accessible via refillable water jugs and water bottles. Director stated there is no firearms/weapons on site. Facility has an operating carbon monoxide detector located in Room 2 in the kitchen area. No bodies of water were observed during inspection. Cleaning supplies and other hazardous items were kept out of reach of children. Outdoor play area is fenced per regulation. There is a waiver on file to share the facility’s outdoor playground with the Toddler Option, staggering the times to ensure there is no commingling with the preschool children.

Director stated that the Toddler Option children do not use the large play structure. LPA advised Director to have all staff maintain direct visual observation of children during outdoor play, to ensure no toddlers climb up the large play structure. Director stated her understanding. Climbing structures, swings and slides were observed to be in good repair. Areas on the playground have a mixture of canopies and trees used for shade.

LPA reviewed sign in sheets, first aid supplies and reviewed medication policy and storage, all areas are within compliance. Isolation area is the Director's office. Staff and children records were reviewed and were observed to be complete. Staff are current with the Mandated Reporter training per AB1207. All staff have required criminal record and child abuse index clearances. Facility has at least one staff member that has a valid EMSA approved pediatric CPR/FA when children are in care. Facility has tested their water for lead on 01/17/23 , and no high levels of exceedance was reported.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Facility observed within compliance. No citations issued during inspection. A notice of site visit was given and must remain posted for 30 days. Failure to keep notice posted will result in a civil penalty of $100.00. Exit interview conducted and report was reviewed with Director.
