LPA Luigi Gargaro visited the facility to conduct a comprehensive site inspection. Upon arrival LPA met with facility director McKenzie Eatchel and proceeded to tour the facility. All required notices, forms and license(s) were posted. During today's visit, analyst found teacher Kayla Thomas in the Discovery classroom supervising twelve children. Cleared and associated teacher aide Risha Panilagao also was present on an observational basis in the classroom. Teacher Starr Leroux was in the Pre-K classroom supervising nine children from the combined Pre-K and Preschool classrooms. Appropriate care & visual supervision were observed during the visit. Children were observed engaging in play and curriculum activities and eating lunch.

Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water from the classroom water fountain and portable water jug. Storage cubbies are readily available and room accommodates class size. Napping equipment consists of cots each of which has its own sheet or covering. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Food service area consists of a kitchen which is clean and free of hazards. Menu is posted. Cleaning supplies are kept separate from food in latched or inaccessible high cabinets. The outdoor play area consists of two separately gated playgrounds for the preschool program. There are no large climbing structures. The area has sufficient shade. Equipment is age appropriate and has rubber particle cushioning which was found to be sufficient and of good condition. Water is brought out to the play yards with portable water jugs when children are outdoors.

LPA reviewed sign in sheets, and first aid supplies these areas are in compliance. Personnel records contain health screenings and children’s records contain emergency information and medical assessments. At least one staff member has current CPR and First Aid certifications. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The preschool program currently has one child who receives medication for asthma. Analyst reviewed the medication policy, documentation and expiration date and found all to be in order. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm. LPA and licensee discussed California Megan's Law and he provided licensee with the website address: www.meganslaw.ca.gov for her to review information regarding her facility on a regular basis.

Facility was cited two type B violations during today's visit (see related 809D citation page). Analyst printed a copy of the Notice Of Site Visit today and had director place it in her facility notice area before he left the day care.

On or before March 30, 2018, a person who, on January 1, 2018, is a licensed child care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter training provided pursuant to paragraphs (2) and (3) of subdivision (a), and shall complete renewal mandated reporter training every two years following the date on which he or she completed the initial mandated reporter training.

Immunizations. Commencing September 1, 2016, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year.
