On 07/21/2023 at 1:41pm, Licensing Program Analyst (LPA) Selina Siao conducted an annual inspection. Upon arrival, LPA met with Program Specialist, Sarah Mannos and proceeded to tour the facility. The following ratios were observed Room 4 (Pre-K) had 16 children supervised by teacher Holly Hemphill and teacher aide Tamika Tate, Room 3 (Pre School 1) had 18 children supervised by teachers Victoria Patino and Cynthia Tentshert. Room 1 (Discover Preschool) had 14 children supervised by teachers Cintia Cartagena, Sudipata Bag and teacher aide Jessie Malvaney. Room 2 (toddler option) had 9 toddlers supervised by teacher Martha Castro and teacher aide Jasmine King. Appropriate ratios were observed. All required notices, forms and license were posted. Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water is available for the children. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of cots for the children. Food service area consists of a kitchen which is clean and free of hazards. Menu is posted. Adequate food is available for meals and snacks. Cleaning supplies are not accessible to children. The Preschool outdoor play area is a fenced playground with wood chips as cushioning under the play structure. The toddler and 2 year old playground had turf as cushioning under the play structure. Areas has a shade structure and trees used for shade. Equipment is age appropriate and separated by age groups, infant and preschool. Children has their own water bottle when they are inside the classroom and outside at the playground. Facility uses a digital sign in and out system. First aid supplies and reviewed medication policy and storage, all areas are within compliance. Isolation area is the Director's office. A random sample of the staff and children's records were reviewed, Staff members have the required measles and pertussis immunization and has a valid online mandated reporter training certificate. The infants has an updated needs and service plan, Individual sleeping plan and sleep log available for review. Reporting requirements was also reviewed. All staff members have required criminal and child abuse index clearances or exemptions. LPA reviewed Emergency Disaster Plan and last fire drill was conducted on 06/21/2023. Facility has an operating carbon monoxide detector located in the kitchen above the kitchen entrance. Facility has at least one staff member that has a valid EMSA approved pediatric CPR/FA when children are in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
