32 | position they will fill. Staff and temporary staff files were reviewed and obtained by LPAs on August 30, 2022, and also by Licensing Program Manager Carlos Martinez on September 20, 2022. Both file reviews revealed that all staff, including temporary staff have the required units and/or other qualifications for the position in which they were hired for. Other confidential interviews disclosed that there was a temporary staff who was unqualified and did not have the proper units, however the identity of the staff was unknown. Confidential interviews also disclosed that there was no incident where a child had been left in the bathroom unattended, whereas another confidential interview disclosed that a child had been taken to the restroom after soiling self, the unqualified teacher left the child in the bathroom and returned to the classroom to obtain clean clothing for the child, but LPA was unable to corroborate if this actually occurred. During the investigative visits to the CCC on August 30th and September 20th, it was observed that the CCC was working within appropriate ratios and there were no health and safety concerns noted.
Based on confidential interviews, the allegations that day care child was left unattended in bathroom and unqualified staff caring and supervising day care children, may have occurred, however are not supported, or proven by evidence. Therefore, the allegations are unsubstantiated. A copy of this report, appeal rights and Notice of Site Visit were provided to Director. Director was reminded that the “Notice of Site Visit” must be posted for 30 consecutive days. Failure to post will result in Civil Penalties of $100.00. |
