On 08/15/2022 at 10:10 AM, Licensing Program Analysts (LPAs) Selina Siao and Annette Suttherland conduct an annual inspection. Upon arrival, LPAs met with Director Kristy Ford and proceeded to tour the facility. There were 22 infants in care supervised by 6 teachers 2 teacher aide. The classrooms were observed to be within ratio. All required notices, forms and licenses were posted. Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and the infants has drinking water in their own zippy cups. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of cribs for young infants and cots for older infants. Cots are kept in the older infant's room closet. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Food service area consists of a kitchen to prepare for snacks which is clean and free of hazards. Facility provides snacks for the older infants. Cleaning supplies are kept out of children. Outdoor play area is a fenced playground with sufficient rubber cushioning. Climbing structures and slides are securely fixed to the ground. The younger and older infant playground has adequate for shade. Equipment is age appropriate and separated by age groups, infant and preschool. Children has their zippy cups that they use to drink water when they are outside the playground. LPAs reviewed sign in sheets, first aid supplies and reviewed medication policy and storage, all areas are within compliance. Isolation area is the Director's office. Personnel and client records were reviewed, and staff members have the required immunizations and completed the online mandated reporter training. Reporting requirements was also reviewed.

All personnel have required criminal record and child abuse index clearances or exemptions. LPAs reviewed Emergency Disaster Plan and the last fire drill was conducted on 2/2/2022. Facility has an operating carbon monoxide detector. Facility has at least one staff member that has a valid EMSA approved pediatric CPR/FA when children are in care.

This facility provides Incidental Medical Services – IMS. LPAs reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPAs discussed California Megan's Law and the website at www.meganslaw.ca.gov.

Reporting requirements for positive Covid-19 results in children or staff were discussed to include contact with County Department of Public Health for guidance (619)692-8499 and Licensing (619)767-2248 within 24 hours to report the unusual incident. All unusual incident reports shall be submitted to Licensing office via email at SDIncidentReports@dss.ca.gov or via fax at (619)767-2203.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Provided facility with advisory notes regarding updating the Needs and Services plan. A notice of site visit was given and must remain posted for 30 days. Failure to keep notice posted will result in a civil penalty of $100.00.

Exit interview conducted and report was reviewed with the Director and provided appeal rights.
