LPA Messerschmidt conducted pertinent interviews with the Director, staff and other parties involved but was unable to corroborate allegation or identify staff pertaining to the allegations. An attempt was made to interview the complainant and children; however, the complainant was unresponsive to LPA inquiries and the children were non-verbal and therefore were unable to speak with LPA.
