A pre-licensing inspection was conducted by Nancy Diaz, LPA for a change of location. Met with applicant, Leyla Abdalla. Her 17-year old daughter assisted in translating this inspection in Somali. Applicant's 4-year old nephew was also present today. Mrs. Abdalla has received criminal record and TB clearances. She lives in the home with her four (minor children) ages 17, 16, 15 & 12. Her CPR/First Aid certificate expires October 2020.

This four-bedroom; 4- bathroom home was inspected to ensure that it meets the Health & Safety standards as required by regulations governing Family Child Care Homes. The following areas are used for day care: living room, dining, kitchen, bathroom #1, bedroom #1 and the back fenced yard. Off-limit areas include: Bedrooms #2, #3, #4; Bathrooms #2, #3 & #4. Lower cabinets in the kitchen are latched to make toxics, detergent and other items which could pose a danger if readily available to children inaccessible. There is an operational smoke alarm, carbon monoxide detector and fire extinguisher maintained in the home. The home has electrical outlet covers throughout the daycare areas. There are toys, games, books and napping equipment for children's use. Mrs. Abdalla stated that she does not maintain weapons in the home. There were no bodies of water observed within the premises. Applicant understands that children must be visually supervised at all times during any outdoor activities.

She conducted a fire drill on June 19, 2019. She maintains required children's forms. A current roster was provided to the analyst today.
Applicant was also advised today that use of garage is not allowed unless it’s legally converted.

Any minor upon his/her 18th birthday must be fingerprinted within 30 days. Applicant has met all immunization requirements per SB792 and have completed the AB1207 Mandated Reported Training. Applicant is reminded to make anything that reads, "Keep Out of Reach of Children" inaccessible to children.

Applicant is exempt from Mandated Reporter AB1207 training certification due to applicant having limited English proficiency, applicant’s primary language is Somali.

Applicant states that she will comply with all regulations and laws governing family child care homes and that she is financially secure to operate a family child care home for children. LPA reviewed this report with Applicant prior to obtaining her signature.

Applicant does not plan on providing IMS to clients at this time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Please go to www.ccld.ca.gov and click on Child Care, go under Quick Links and Quarterly updates, click on “Receive Important Updates” then enter your email address and choose which program(s) you would like to subscribe to and click “subscribe”.

CORRECTIONS NEEDED PRIOR TO LICENSURE:
1. Make the upper portion of the yard inaccessible to children. This yard is used to store old furnitures. It was also observed to have overgrown weeds.

2. Remove overgrown weeds in the children's play area.
3. Cover a portion of the fence that had sharp edges.

Mrs. Abdalla shall contact this analyst for a follow-up inspection no later than December 10, 2019.

Daycare Hours are: Monday-Friday 6AM to 11PM; Saturday-Sunday 6AM to 9PM.
