(1) On 08/17/2021 at 3:30pm, Licensing Program Analyst (LPA) Selina Siao conducted an unannounced random and capacity increase inspection with the Licensee. The home was toured and inspected to ensure an environment safe for the care and supervision of children. Present at the facility were the Licensee, her two school age sons and four day care infants. The home has a fully charged fire extinguisher size 2A10BC, smoke and carbon monoxide detector that meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. Licensee stated that there are no bodies of water or weapons in the home. A review of staff records on this date indicates that all adult residents have the required background clearances and are associated to the facility. Licensee’s First Aid and CPR certifications are current due to expire on 12/27/2021 and licensee's son (future helper) Lorenzo Mariani also has a current First Aid and CPR cards that are valid through April/2023. Licensee's last took the online mandated child abuse training within two years on 02/09/2020. Children’s records were reviewed and all records are in ordered. Licensee has the day care parents completed the safe sleeping plan and is using the sleep logs for the children in care. An updated roster was obtained and fire drill log is available for review. Licensee last conducted a drill with the children in care on 06/16/2021.
Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care includes the living room, dining area, main bathroom and all four bedrooms will be used for children to nap only. Off limit area is the kitchen and garage which has a safety gate and latch to prevent access. There is a fireplace with a metal screen to prevent children's access located in the living room. Outdoor play area is the front and backyard which both areas are fenced. Supervision is required when children are playing outside.

The home has ample toys and equipment available for children. The facility has sufficient toys and equipment available. TLicensee and her son/helper Lorenzo Mariani both have the required Tdap and measles immunization.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following items were discussed with provider: Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. Licensee will be provided with information about Heat Related Illness, Sudden Infant Death Syndrome (SIDS), Never Shake a Baby, safe sleep for infants, best practice on supervision, latest car seat poster and effects of lead exposure and reporting responsibilities were discussed. The ABC’S of Safe Sleep: Sleep is Safest: Alone, on their Back in an empty Crib on a firm mattress.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at www.ccld.ca.gov. LPA discussed California Megan's Law with licensee: www.meganslaw.ca.gov.

The fire department approved the home with a large license on 08/04/2021. The home appears to be within substantial compliance a provisional large license that is valid for 90 days will be granted effective today. Licensee needs to complete the lead poisoning prevention course prior to granting her a regular large license.

A Notice of Site Visit was posted during the inspection and it must remain posted for a period or 30 days. Failure to keep notice posted will result in a civil penalty of $100.00. Provided appeal rights to licensee today.
