NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On April 5, 2022 at 8:55 a.m. Licensing Program Analyst (LPA) Leilani Curtis conducted an unannounced inspection for a capacity increase with Licensees Raghad Oraha and Salwan Yaqoob. Also present were 2 daycare children and the licensee’s own minor child. Two of the children were under 24 months. The 2 story, 3 bedroom, 3 bathroom house was toured and inspected to ensure an environment safe for the care and supervision of children. The fire extinguisher, carbon monoxide detector, and smoke detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. Stairs are barricaded and the fireplace is screened. There is a working telephone/email address. There are no bodies of water on the property but the licensees state that there is a swimming pool in the housing development that is gated and locked. The licensees state that there are no firearms or other weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. The home appears to be large enough to comfortably accommodate 14 children. A fire clearance was received on 3/7/22 from the El Cajon Fire Department. First Aid and CPR certifications expire in 7/2022 for Salwan Yaqoob and 08/2023 for Raghad Oraha. The licensees meet immunization requirements and are exempt from Mandated Reporter AB1207 training certification due to having limited English proficiency. The licensee’s primary language is Arabic. The licensees use the following rooms for childcare: living room, kitchen, downstairs bedroom, downstairs bathroom and backyard. The following areas will be off limits: entire second floor and garage. The second floor is made inaccessible through the use of a child safety gate and the garage is kept inaccessible through the use of a chain latch/ lock affixed to the top of the door. The licensees have sufficient toys and equipment available. The home has a fenced backyard available for outdoor activities. Children's records were reviewed and are in compliance. The last documented disaster/fire drill occurred on 2/10/22.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

The following information was reviewed with the licensees: ratio/capacity handout, immunization requirements, Recently Approved Safe Sleep Regulations PIN 20-24-CCP, Updates to the California Department of Public Health Guidance for Child Care Providers and Programs PIN 22-07-CCP and California Department of Public Health Guidance for Child Care Providers and Programs dated 3/12/22. The licensees were reminded that corporal punishment, smoking, walkers, exersaucers, bouncy seats and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. LPA and the licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

The licensees were also reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies are cited. No corrections are needed; a license for 14 will be issued effective today.

The LPA reviewed this report with the licensees and provided a copy of Appeal Rights (LIC 9058 01/16). Their signature on this form acknowledges receipt of these rights. LIC 9213 NOTICE OF SITE VISIT FORM IS REQUIRED TO BE POSTED FOR 30 DAYS. LPA observed the licensees post notice of site visit.
