On 4/25/22 at 12:45 PM, Licensing Program Analyst (LPA) Keturah Lane, conducted an announced Pre-Licensing inspection for relocation with the co-applicants. Upon arrival, LPA met with co-applicants Tacy Devilleres and Long Do and also present was co-applicant's father. The one-story home was toured and inspected to ensure an environment safe for the care and supervision of children. The fire extinguisher, carbon monoxide detector, and smoke detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There are no bodies of water in the home. Applicant states that there are no weapons in the home. CPR and First Aid expire on 3/20/23 & 3/30/23. Preventative health practices course was completed on 2/3/18 and 2/26/17. Lead poison prevention training was completed on 3/8/22 for both co-applicants. Mandated reporter training expires on 7/30/23 for both co-applicants. Staff immunization requirements were met. Required documents have been posted. Applicant rents the home. The applicant has toys and equipment available.

Co-applicants will be using the following rooms for childcare: living room, play room and bathroom. Off-limits areas include: kitchen, laundry room, bedroom #1, bedroom #2 and master bedroom which includes a smaller bathroom and are inaccessible through the use of locks, door-knob covers and gates. The garage will also be off-limits and is kept inaccessible through the use a safety gate that blocks the kitchen and garage entry door. The home has a fenced backyard available for outdoor activities. Co-applicants stated they will be applying for an increase in capacity soon. The home appears to be large enough to comfortably accommodate 14 children. Co-applicants understand they need to apply for capacity increase, obtain fire clearance and that the inspection visit is unannounced.

Co-applicants were reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with co-applicants and discussed the Child Care Licensing Safe Sleep webpage at:https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed co-applicants of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with co-applicants the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. To receive important licensed-related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

Co-applicants were reminded of requirements for child abuse and unusual incident reporting. Co-applicants were also reminded that corporal punishment, smoking, walkers, exersaucers, bouncy seats and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. LPA and co-applicants discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov. LPA Lane reviewed COVID-19 guidelines with co-applicants and provided COVID-19 resources.
