Licensing Program Analyst, Joelle Redding made an announced visit to conduct a Pre-Licensing inspection. LPA met with Licensee, Director and Ms. Kristen Edwards, Director at the facility's sister school. The Preschool program will take place in Preschool Rooms 1, 2 and the Daycare room and the Toddler Option program will take place in the Toddler Room only. There is an office area, kitchen, children's bathrooms, staff bathroom, storage, and separate playgrounds. Medication and First Aid kits will be stored centrally, in the office, inaccessible to children. Hours of Operation will be Monday thru Friday, 7:30 a.m. to 3 p.m. with Daycare from 7:30 a.m. to 8:30 a.m. 3 p.m. to 5:30 p.m.

The classrooms were inspected and measured today. Rooms 1, 2, Daycare room and the Toddler Option Room measure a total of 2883.46 square feet, which is sufficient space for a total of 82 children. The facility has requested 18 toddlers and 48 preschool children at this time. There are 8 sinks and 6 toilets available to the program. In the Toddler Option room, there are two toilets, 2 sinks and a potty chair, separate from the preschool space. This is sufficient for the measured capacity and more than meets the requirement of the requested capacity. The rooms are complete with age-appropriate furniture and equipment, including tables, chairs, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in each room by use of water pitchers. The kitchen area includes a sink, refrigerator, dishwasher, microwave, stove, and storage units. Morning and afternoon snacks will be provided and children will bring their own lunches. Snack menus are posted and will be stored for 30 days. All other required documents are posted in the office. The carbon monoxide detector is located on the ceiling of the kitchen.

The facility will use a drop off/pick option as follows: Preschool drop off is 8:15 a.m. to 8:30 a.m.; Toddler Option drop off is 8:30 a.m. to 8:45 a.m. Part day pick up for Preschool is 12:15 p.m. to 12:30 p.m. and for the Toddler Option it is 12:30 p.m. to 12:45 p.m. Full day pick up will be 2:30 p.m. to 2:45 p.m. for Preschool and 2:45 p.m. to 3 p.m. for Toddlers. Staff will bring the sign in sheets out to the car for parent/guardian signature at drop off and pick up. Before and after care drop off and pick ups will be schedule by day or in advance.

The preschool playground is separate from the toddler option playground. LPA did a general overall measurement of the space at 6150 sq. ft, determining a total capacity of 82 children, more than sufficient for the requested capacity of 48 children. The playground is equipped with age appropriate equipment, has sufficient cushioning around climbing structures and adequate shade. The Toddler Option playground measured a total capacity of 1268.56, sq. ft., sufficient for 16 children. The facility will need to request a waiver to allow them to be licensed at capacity of 18 toddlers. Outdoor time will need to occur on a staggered schedule so as not to exceed the maximum capacity of 16 children outside at any given time. Play equipment is age appropriate, there is sufficient grass cushioning and adequate shade. No hazards were noted on either playground and portable water will be used outdoors.

Incidental Medical services (IMS) policy was discussed and the facility has an approved Plan in place for Epi Pens and Inhaled Medications. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. An approved plan is on site for Licensee's other facilities and will be added to this site.

LPA reviewed criminal background clearances, qualifications, posting requirements, sign in/out, supervision, ratios, unusual incident reporting, emergency drills, children and staff records, mandated reporter training, first aid/cpr requirements and Effects of Lead Exposure Handout was provided. A fire clearance for 48 children ages 2 through kindergarten in Rooms 1, 2 and the Daycare/Aftercare room and 18 children, ages 18 to 36 months, was received on 9/26/2019.

Director is registered to take the Preventative Health class on October 19th. The Administration Assistant Natasha RIvera does have her completed certificate and will be present at the facility. Once the playground waiver is approved and a final file review is completed, a license a total capacity of 66 children ages 2 to kindergarten, to include a Toddler Option for 18 children ages 18 to 36 months, will be granted and the license will be mailed for posting.
