On 03/02/2021 at 9am, Licensing Program Analysts (LPAs), Selina Siao and Joelle Redding, conducted an announced Pre-Licensing inspection. LPAs met with Applicants, Sarah and Rafat Ilaian and the designated Site Director Dianne King Center Director. The Infant Program (3 to 24 months old) will operate Monday to Friday from 7:30am-5:30pm in the following classrooms: Infant Room #1 and #3. The infant napping room is located next to Infant Room 1. First Aid Kit is kept in each classroom. Medications will be stored in the staff lounge. An updated fire clearance was granted on 02/22/2021.

The infant indoor and outdoor activity space are physically separate from the space used by other day care children. All indoor and outdoor activity space utilized for the infants was inspected and measured today.

Indoor:
· Infant Room 1 (ages 3-12 months) measures 236.48 square feet
· Infant Room 2 (mobile infants) measures 572.34 square feet
· Total indoor activity space is 808.82 square feet, which will accommodate a total of 23 children.

Outdoor:
· Infant playground area measures 568.56 square feet, which will accommodate no more than 7 children at one time.

The rooms are complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots and cribs and other activity supplies for the children. There is a separate crib room away from the activity area. The crib area was not included in the square footage. There are currently 8 cribs in the napping room. Cots are also available for children over age 12 months or children that could climb out of the crib. Visual observation to all infants shall be maintained at all times. total of 2 sinks that are connected to the changing table. The food preparation will be in the kitchen area. There is a refrigerator in the infant room. Facility does not have a washer/dryer. The ratio in these rooms will be 1:4. Sign-in sheet is located at the front counter lobby area and the center will be providing electronic and ink signature for sign in/out.

The outdoor play area was inspected. It is complete with age-appropriate play equipment, shade umbrella and there is turf cushioning throughout the infant playground. And the outdoor area is surrounded by a 4 feet high fence. Drinking water is readily accessible via zippy cups or bottles.

The infants will be scheduled on the playgrounds at different times.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

The following handouts were provided and reviewed with applicants today: Safe Sleep Regulation and PIN 20-24. Applicant was reminded to keep anything that reads, “Keep Out of Reach of Children” inaccessible to children.

Applicant states she understands that all staff must have a criminal record clearance and be associated to the facility prior to having a presence in the Center. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Prior to licensure, the following is needed:
  • Applicant shall complete the COVID-19 self assessment guide and return it to LPA.
  • Obtained an outdoor playground.
  • Purchase tweezer for the first aid kit.

Exit interview was conducted. Once all documents are received and a final file review is conducted, a license for will be granted. Appeal Rights (LIC9058) will be sent along with the report (LIC809) via e-mail to the applicant. Applicant will confirm receipt of this report via e-mail and the reply of confirmation will serve as the signature acknowledging these rights. This report shall be kept available at the facility for public review for 3 years.
