On 3/21/25 at 9:00 AM, Licensing Program Analyst (LPA) Adriana Macias and Licensing Program Manager (LPM) Joelle Redding visited the facility to conduct an annual inspection. Upon arrival LPA and LPM met with Licensee Annelaure Petit and Director Floriane Nicole and proceeded to tour the facility. During today's inspection, there were 7 children observed between the ages of 2 and 3, with 2 staff members all in one classroom.

Appropriate ratios and capacity were observed. Furniture and age-appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation. Floors appear to be clean and safe. Drinking water is readily accessible. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Children are evaluated upon entry and monitored throughout the day for signs of illness. The isolation area for ill children awaiting pick up is the front office.

Director stated that food is prepped in the other Au Clair de Lune school and brought in during lunch time. Menu is posted. Cleaning supplies are kept separate from food and are inaccessible to children. Storage containers for solid waste have tight-fitting covers (kitchen/snack areas and bathrooms) and are kept in good repair. There is no eating in the classrooms. Trash bins in the classrooms are only used for paper, therefore they do not need to have tight-fitting lids. Storage areas for poisons are locked. Director stated there are no firearms or other weapons on the premises.The facility appears to be free of insects and rodents. There is an operational carbon monoxide detector and smoke detector at the facility. Last emergency drill was conducted on 1/23/25.

Outdoor play area is fully fenced with sufficient material for cushioning. There are no bodies of water at this facility. Climbing structures, slides and other play structures are securely fixed to the ground. Area has a patio and trees used for shade. Equipment is age appropriate. Area has drinking water readily accessible, and grounds are free of debris or potential hazards. (CONT ON LIC 809C)

Staff files were reviewed and found to be complete and at least one staff member has current CPR and First Aid certifications. All staff have completed mandated reporter training and required immunizations. Each personnel record contains documentation of educational background and training. Sign ins were reviewed. The facility uses electronic sign in app Bright Wheel. Children’s records were reviewed and found to be complete. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

Licensee stated that Lead Testing was completed at the end of 2020 prior to licensure, but documentation was not available at the time of the inspection. Licensee stated that Lead Testing documents will be provided to LPA Adriana Macias and understand that a possible citation could be issued if certification is not provided within 7 days. No deficiencies were cited at this inspection.LPA referred licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. No infants in care in this facility.
